Member of the National Integration and Regional Development Commission (CINDRE), federal deputy Saullo Vianna (União-AM) filed a request for review – requesting more time for analysis – of bill no. 2,841/2022, which provides for the creation of a free trade area in the Jequitinhonha Valley, in the northeast of Minas Gerais.

Authored by deputy Gilberto Abramo (Republicanos-MG), the proposal creates the Vale do Jequitinhonha Free Zone, with the application of the same tax, exchange rate and administrative regime provided for by current legislation for the Manaus Free Zone.

Upon realizing that the matter could be approved by Cindre, Saullo Vianna took advantage of the measure provided for in the regulations and asked for a view of the bill, granted by the president of the commission, federal deputy Marangoni (União-SP). The idea is to buy time for the Amazonas bench in Congress to better analyze the matter and organize a reaction.

“We have just approved the Tax Reform and one of the points discussed was precisely the end of tax incentives. And the Manaus Free Trade Zone, a model based on tax benefits, approved the creation of funds to maintain our model, which seeks to reduce regional inequalities. Therefore, it is important to discuss with the reform rapporteur as the creation of zones like this may conflict with the reform regulations”,

argued Vianna when asking for a view of the PL.

The report by federal deputy Paulo Guedes (PT-MG), in his vote in favor of PL 2.841/22, expressly states that “the implementation of a Free Zone allowed Manaus to establish a sophisticated industrial park and, through this means, promoted growth in per capita income above the national average and positively affected the population’s housing conditions”.

Based on this finding, Guedes claims that it is fair to “extend this proven successful model to other regions with similar needs”
