Ruralist bench sees advancement of anti-invasion package with Bolsonarista in CCJ – 03/12/2024 – Power

The president of the FPA (Parliamentary Front for Agriculture), deputy Pedro Lupion (PP-PR), assesses that with Bolsonaro deputy Caroline de Toni (PL-SC) at the head of the CCJ (Constitution and Justice Commission) of the Chamber, anti- -land invasions in Brazil could advance in the House.

Lupion said this Tuesday (12) that there is “a package of anti-land invasion projects” that was taken to the new president of the CCJ as one of the FPA’s priorities. The front is one of the main forces in Congress and brings together around 300 deputies and 50 senators —Caroline even holds a legal coordination position for the entity.

“Last year, the CCJ was chaired by the PT and we didn’t insist much on the agenda of our projects, especially because we understood that there was a very opposing bias ideologically. Today, with deputy Caroline de Toni, we will have a certain tranquility to deal with the issues that are still depending on this speed of processing”, stated Lupion after the FPA meeting.

Caroline was elected to preside over the CCJ last week, under criticism from government parliamentarians and in a setback to the Lula (PT) government. From the most radical wing of former president Jair Bolsonaro’s party, she describes herself on social media as a defender of life, freedom, family, agribusiness and public security.

Lupion cited as an example of a project that is part of this package one that prohibits invaders of rural properties from receiving benefits from social programs, participating in public competitions or being appointed to commissioned positions.

The matter was defended by members of the Chamber’s MST CPI last year. In 2023, an urgent request was also presented to speed up the processing of the project, authored by federal deputy Marcos Pollon (PL-MS), but it ended up being removed from the House plenary voting agenda.

“We are on the eve of the month of April and there is already an announcement from the MST about the ‘Red April’. We have an anti-invasion package of four projects that need the CCJ, the Public Security commission and the Agriculture commission. We are going to work quickly with all of them so that we can move forward”, added Lupion.

According to him, Caroline has always defended the FPA’s projects and said that she received the entity’s demands “naturally”.

The president of the FPA also defended that the regulatory procedure for processing projects be respected, with discussions in committees — instead of approving urgent requests (which take the matter to discussion directly in plenary, speeding up its processing).

“We would like it to be respected. Even if they are projects favorable or contrary to our sector, they need to be addressed in committees such as the CCJ”, he said.

This Tuesday, the FPA received commission presidents, including Caroline, Nikolas Ferreira (PL-MG), who will preside over Education, Alberto Fraga (PL-DF), who will command the Public Security collegiate, and Lucas Redecker (PSDB- RS), who will be in charge of Foreign Affairs — all members of the entity.

This Tuesday also takes place the first session of the CCJ with the deputy at the head of the collegiate. On the agenda, 24 projects are planned, 3 of which increase penalties for crimes.

Until 4 pm, the atmosphere in the collegiate was mild, with no clashes between parliamentarians. PSOL, which even presented an obstruction kit for some projects, withdrew some of them.

Representative Chico Alencar (PSOL-RJ), however, said an in-depth debate will be necessary on projects that increase penalties for crimes. “Strictly speaking, we are very concerned about some projects with strong criminal content [que estão na pauta]. At the appropriate time, we will discuss our vision of tackling the very serious problem of violence in our country”, said the psolista.
