The Rouanet Norte Program, carried out by the Ministry of Culture (MinC), received 1,074 proposals. The action offers tax incentives for cultural projects carried out in the North of Brazil. In order, the states with the highest volume of registrants were: Pará (402), Amazonas (182), Tocantins (174), Amapá (109), Rondônia (78), Roraima (75) and Acre (54).

The provisional qualification result, with an appeal period of up to five days, is scheduled for February 2, 2024. After the appeals are judged, the definitive result will be given by March 12.

The Rouanet Norte Program aims to promote the development of culture in the North of Brazil. Tax incentive resources of around R$24 million are available, divided into sponsorships of up to R$6 million.

“The Rouanet Norte Program is an important tool for the development of culture in the North of Brazil. It contributes to the generation of employment and income, to the formation of an audience and to the appreciation of local culture”,

highlights the head of MinC, minister Margareth Menezes.

Far North of the Amazon

Coordinator of the MinC office in Amapá, Rayane de Almeida Penha highlights the importance of Rouanet Norte especially for independent artists. “The North region, historically, has always had a low participation in the Rouanet Law and, in this resumption of the Ministry of Culture, it was necessary to look at our region and think about this democratization and decentralization of resources. With the Program, we saw participation from large artists associations, but also independent artists who thought they could never raise funds via the Rouanet Law”, she celebrated.

According to her, in Amapá, the workshop held to participate in the notice opened 80 places and had wide participation from artists. “It was also possible to monitor some registrations and it is very gratifying to see that it is having a positive result. Our state and region have immense creative economic potential and need investment in the sector”, she highlighted.

“Our idea is to bring opportunities to our people in the interior of the state, as we already have difficulties here in the capital, let alone in more distant municipalities”,

commented screenwriter Marly Tavares. Registered with Rouanet Norte with colleague, proponent Rosivan dos Santos.

Marly is a sociologist and works to democratize access to culture for young people. “We saw the opportunity to work on a project to serve our young people from the interior, seeking to democratize access to culture, because there they can be opinion makers and thus become protagonists of their own stories, influencing their communities, showing that culture is as fundamental as other areas of life in society”, he explained.

Asked about the importance of the Rouanet Norte initiative, she highlighted that, for the extreme north of the state of Amapá, it is “even more important”, because, when we talk about the North, we think about Belém and Manaus. “I often say that Amapá is not the end, but where Brazil begins. We are located in the middle of the world where the Equator passes. Our Afro-Amerindian culture is unique, expressive and strong. For us, Rouanet Norte is a light.”
