For the objectives to be achieved, the public authorities must promote other initiatives

To contribute to the better use of solid waste from industrial, domestic, hospital, commercial and agricultural activities, the president of the Legislative Assembly of Amazonas (Aleam), state deputy Roberto Cidade (UB), presented Bill (PL) no. 181/2024, which establishes general guidelines for implementing incentives for the use of biogas and biomethane.

“The Amazon, although it is abundantly rich in natural resources, often faces challenges related to its energy matrix, which has historically depended heavily on non-renewable sources and the use of biogas and biomethane represents an opportunity to diversify this matrix, promoting transition to cleaner and more sustainable energy sources. By promoting incentives and support for the biogas and biomethane production chain, the state government can stimulate the creation of jobs, increased income and the development of new ventures in the State”, defended the deputy president.

According to the proposal, the objectives of using biogas and biomethane are: to increase, on economic, social and environmental bases, the participation of biogas and biomethane in the energy matrix of Amazonas; promote technological development aimed at the production of biogas and biomethane, oriented towards the rational use and protection of environmental resources; establish organizational rules and instruments to assist the biogas and biomethane production chain; promote incentives, supervision and support for the biogas and biomethane production chain.

For the objectives to be achieved, the public authorities must promote, among other initiatives, the following actions: encouraging the use of organic waste for biogas production and encouraging the use of biomethane in the primary sector in its different applications.

The activities of transferring and transporting waste and effluents, producing biogas and biomethane and generating electricity from biogas will be subject to environmental licensing, according to their polluting potential, in accordance with applicable federal and state legislation. and in accordance with what is provided for in regulation. And biogas and biomethane production and commercialization operations will be subject to fire safety standards provided for in federal and state legislation.

“This Bill aims to encourage the use of this waste for the production of biogas and biomethane, reducing environmental impacts associated with inadequate disposal and contributing to sustainable waste management. By promoting technological development aimed at the production of biogas and biomethane, oriented towards the rational use and protection of environmental resources, the Bill stimulates innovation in the energy sector, creating opportunities for research, the development of new technologies and training of local professionals. However, the most significant aspect of using biogas and biomethane is its positive impact on preserving the environment”, he concluded.
