Quotas: Dean says that USP will change and improve analysis – 03/04/2024 – Mônica Bergamo

The dean of USP, Carlos Carlotti Junior, says that the university will “debate to correct and improve” the process of analyzing students who declare themselves black and mixed race to enter the institution through the racial quota system.

Candidates today make a self-declaration when they register for the selection process. Subsequently, to avoid fraud, USP committees assess whether the information is true.

Last week, a student approved by racial quotas at the USP Law School took legal action against the university after losing his place because he was not considered mixed race. The case generated intense debate inside and outside the university.

Glauco Dalalio do Livramento, 17, declared himself mixed race, but three USP commissions in charge of analyzing the veracity of the information provided disagreed.

The first two evaluated photographs of the candidate, and a third, the hetero-identification committee, spoke to him in a virtual meeting. “The candidate has light skin, sharp mouth and lips, straight hair, and does not present the set of phenotypic characteristics of a black person”, says the commission’s opinion.

FACE TO FACE

Carlotti states that one of the changes must provide for candidates to meet in person with the members of the hetero-identification committee, and no longer via virtual means.

“The idea was to facilitate conversations with students who live far from São Paulo”, he explains. The face-to-face meeting, however, can provide greater security for both the student and the university.

USP would pay the students’ tickets. “There are around 200 candidates per year in this situation,” he says. “It’s cheaper to cover the cost of travel than to leave any doubt in the air and expose the institution”, says Carlotti.

Another huge challenge, he says, is “getting the rules right” for the criteria used by members of the commissions who need to evaluate who is black, who is brown and, in this group, who is closest to black and who is closest to white.

Members of black movements, for example, argue that brown people with a phenotype closer to that of Africans be prioritized. “They are the ones most penalized for discrimination, and the spirit of the law is to make this rescue”, says Douglas Belchior, history professor and co-founder of Uneafro Brasil.

He says the issue is difficult because “for a complex problem like racism, there are no simple answers.”

Belchior states, however, that one cannot fall into “false controversy. The commissions were created to prevent fraud by white people pretending to be black and brown. And they have been right in 99% of cases.”

The Minister of Institutional Relations, Alexandre Padilha, was honored at a lunch held by Esfera Brasil in São Paulo, last week, which brought together names such as the president of Febraban (Brazilian Federation of Banks), Isaac Sidney, and the president of the board of group, João Camargo. The president of the TCU (Federal Audit Court), Bruno Dantas, participated in the event. The president of the LVMH group for Latin America, Davide Marcovitch, and the CEO of Allos, Rafael Sales, were there.
