Bill 4254/23, presented by federal deputy Professor Goreth, from Amapá, establishes the National Policy for the Promotion of Women and Girls in Leadership Spaces. The objective is to promote gender equality in leadership positions in all sectors of society. The information is from the Câmara de Notícias Agency, adding that the text is being analyzed by the Chamber of Deputies.
The policy also seeks to develop training programs so that women can better prepare themselves for leadership in various areas of knowledge; encourage the participation of girls and women in extracurricular activities, such as debates, oratory competitions, sports and other initiatives that contribute to their education; and propose actions that encourage the participation of women in leadership positions in the public and private sectors.
The Executive Branch will regulate the policy and may encourage the adhesion of private entities through, for example, the granting of symbolic or financial incentives. Performance indicators must be created, with a specific national observatory, to monitor and evaluate the implementation of the policy in public and private spaces.
Current situation
Professor Goreth cites data from the Personnel Observatory of the Ministry of Management and Innovation in Public Services, released in May 2023, showing that women occupy 34% of leadership positions in the public sector.
She also recalls another survey carried out by the National Confederation of Industry (CNI), released in March 2023, showing that women account for only 29% of leadership positions in Brazilian industry.
The parliamentarian considers that, despite the advances made in recent years, the presence of women in positions of leadership and power is less than ideal. “There are still challenges to be overcome, such as the persistence of gender stereotypes, the lack of institutional support and the need to promote inclusive policies”he said.
“Through mentoring actions, training, encouragement of participation in extracurricular activities, the proposal will contribute decisively to female empowerment in Brazil”, he added.
The proposal will be conclusively analyzed by the committees for the Defense of Women’s Rights; and Constitution and Justice and Citizenship.
