Professor Goreth votes in favor of the PL that guarantees access to drinking water in public schools – News of Brazil

Bill Rapporteur (PL) 5,696/23 – authored by the deputy Duda Salabert -, which updates the guidelines and bases of national education to guarantee access to drinking water in public educational institutions in the country, deputy Professor Goreth (PDT-AP) This Tuesday, the 9th, he presented his opinion. The text maintained the favorable vote.

As project rapporteur, Professor Goreth carried out a careful analysis of the content and impacts of the PL. After evaluating the proposals presented in detail, the parliamentarian considered that the project has significant merits and could bring important benefits to students.

“It is still a major challenge in the country to guarantee essential human rights also in official schools, such as the supply of drinking water and basic sanitation, despite advances in educational legislation”cited the parliamentarian in her opinion.

In addition to updating the guarantees for the implementation of the State’s duty with education, the project proposes changes to the Law in 11,947, of May 16, 2009, which provides for school meals and the Direct Money at School Program (PDDE).

“Access to drinking water cannot be separated from the supplementary food program, especially in regions lacking infrastructure. Furthermore, PDDE resources must be able to be used to guarantee adequate sanitary conditions, as they are essential for the full enjoyment of life and all other rights, such as education”highlighted the deputy in justifying her vote.

Professor Goreth concluded her vote by highlighting that in the Chamber’s Finance and Taxation Committee, the opinion is for the matter’s non-financial or budgetary implications in increasing or decreasing public revenue and expenditure. In the Constitution and Justice and Citizenship Committee, for the constitutionality, legality and good legislative technique of the Bill in 5,696, of 2023, and the Substitute of the Education Commission.

The document goes to the Senate for a vote and subsequent sanction by the presidency of the republic.
