Paulo Gonet invites deputy attorney who led the triple list – 12/27/2023 – Frederico Vasconcelos

The Attorney General of the Republic, Paulo Gonet Branco, delegated to Deputy Attorney General Luíza Cristina Fonseca Frischeisen the authority to officiate in criminal matters processes of the Special Court of the STJ (Superior Court of Justice).

She will act in assistance and under the coordination of the deputy attorney general of the Republic, Hindemburgo Chateaubriand Filho, number 2 of the MPF.

The delegation was interpreted as a doubly intelligent choice. Gonet honors the most outstanding leadership in the category and adds to the team a prosecutor with recognized experience in the criminal area.

In three elections, Frischeisen was the most voted on the ANPR (National Association of Public Prosecutors) triple list: she came in first place, in 2023 and 2021, and second, in 2019.

In other words, Gonet invites to his team the one who was nominated by the members of the MPF as the most qualified to occupy the command of the Public Ministry of the Union. President Luiz Inácio Lula da Silva decided to break with his previous practice and followed the experience of Jair Bolsonaro, disregarding the triple list.

Gonet’s ordinance establishes that, while the delegation lasts, Frischeisen will be released from his duties in the 48th Office of the PGR (STJ/Criminal) and from representing the MPF before the Sixth Panel of the STJ (Criminal Law).

Frischeisen will be responsible for investigations and prosecutions of members of the Courts of Justice and Audit Courts. Hindemburgo will handle criminal actions involving governors and other ongoing investigations.

The deputy attorney general has a respectable CV, having worked on the National Council of Justice (she was a counselor from 2013 to 2015) and on the Superior Council of the Federal Public Ministry (she is serving her third term, elected by the general college of prosecutors of the Republic).

Frischeisen worked in Operation Anaconda, a joint action by the MPF and the Federal Police that dismantled a gang that negotiated legal decisions in the Federal Court in São Paulo and Mato Grosso do Sul.

Finally, Gonet’s option signals that, unlike its predecessor, it is capable of working with prosecutors of different profiles and origins.

The PGR will concentrate in its office the processes relating to the acts of vandalism on January 8, whose working group was coordinated by Deputy Attorney General Carlos Frederico Santos. Gonet will have the support of attorneys Paula Bajer, who was in charge of the São Paulo Regional Electoral Attorney’s Office, and Joaquim Cabral da Costa Neto, who assisted him in the deputy electoral attorney general’s office.

Report by Marcelo Rocha, in Sheetrevealed that Gonet chose names from the MPF to serve in his cabinet with a history of action in combating corruption involving politicians, especially in the Mensalão and Lava Jato cases.

He cites Raquel Branquinho, chosen by Gonet for the general directorate of ESMPU (Higher School of the Public Ministry of the Union). She coordinated the criminal area and Lava Jato investigations under the management of PGR Raquel Dodge. She was responsible for investigations of the monthly allowance and bribes involving Correios directors.

The PGR had already worked with Branquinho, whom it had appointed as coordinator of the working group to combat gender-based political violence.

Hindemburgo was secretary of International Cooperation at the MPF, under Augusto Aras, and magistrate of the MPF, under Rodrigo Janot.

Marcelo Rocha’s report reveals that, in 2019, dialogues in the Telegram application obtained by the website The Intercept Brasil and analyzed together with the Sheet showed that Chateaubriand, when he was inspector general of the MPF, informally criticized the conduct of then prosecutor Deltan Dallagnol in publishing a lecture on Lava Jato, highlighting the seriousness of the situation, but failed to open an official investigation into the case.
