The airport councils granted to the private sector, but which maintain 49% of state participation, were divided into lots with the appointment of eight people linked to the PSB, the party of the Minister of Ports and Airports, Márcio França.

The eight advisers, who have no previous experience in the sector, according to the released resumes, were formally appointed by Infraero, subordinated to the ministry.

France is at risk of ceding the position to the Republicans in the chair dance that Lula is negotiating to attract the centrão to his support base.

The matter was addressed in a meeting between Lula and the mayor, Arthur Lira (PP-AL), this Wednesday (16).

Among those chosen for the councils are the former Secretary of Health of São Vicente (SP) when França was mayor, the vice-president of the PSB Foundation, and the chief of staff of the mayor of Recife, João Campos (PSB), a of the main leaders of the acronym.

Vacancies are entitled to jetom, which is remuneration for participation in meetings. At Galeão Airport, for example, the value until last year was R$ 12,000 gross per meeting.

As jetons are not considered salary, they do not enter into the account of the maximum limit that a federal civil servant can receive, equivalent to the salary of a minister of the STF (Federal Supreme Court).

When contacted, the Ministry of Ports and Airports said that “the nomination to the secretariats and councils is a prerogative of the minister”, that “the nominees are absolutely reliable, reputable people and fulfilled the requirements of the State Eligibility Councils, after severe evaluation, to have their names approved”.

“With public administrative experience, they are professionals who are able to perform the functions to which they were appointed, and are in line with the guidelines of the new federal government”, he added.

None of the airports contacted informed the value of the jetom paid to the advisers.

Most of the nominations went to Galeão airport, which is discussing at the TCU (Union Court of Auditors) the possible end of the concession. Three were appointed to the board of directors and one to the fiscal council. None have previous experience in the sector according to their CVs.

In the fiscal council, the chosen one was João de Andrade, technician in the leadership of the PSB in the Chamber of Deputies. He also worked in the City Hall of São Vicente in France’s last two years in office.

As for the board of directors, those appointed by Infraero were Victor Alves, Alexandre Garcia and Pedro Luiz Gouvea Júnior. Alves is chief of staff for Mayor João Campos.

Garcia is vice president of the PSB Foundation, João Mangabeira. He is also part of Infraero’s fiscal council.

Gouvea Junior was France’s special advisor at the São Vicente City Hall.

He was also appointed to a seat on the fiscal council at Viracopos airport, in Campinas (SP).

For the board of directors of the airport in the interior of São Paulo, Infraero chose Roberto Gusmão, who was president of the garbage collection company in Recife between 2015 and 2019. He was also secretary of Infrastructure and Urban Services in the city between 2016 and 2020. At the time, the city was commanded by Geraldo Julio (PSB).

For the Brasília airport (DF), Infraero appointed Eduardo Palmieri, Health Secretary for the first two years in France at the head of São Vicente City Hall. According to the curriculum he provided to Infraero, today he is a doctor in municipal management and in private practice.

In addition to Garcia, the PSB got another post on Infraero’s supervisory board, with Francisco Tadeu de Alencar, who is vice-president of the acronym in Pernambuco. In this case, the jetom received by each reaches almost BRL 4,000 per encounter.

On the board of directors of the state-owned company is Mauricio Juvenal, secretary of government of Mogi das Cruzes. The city is commanded by Podemos.

Márcio França’s vacancy is coveted by the center, which is negotiating space in the top echelon of the federal government.

If that happens, Infraero still has 13 airport council vacancies to indicate, two on the board of directors of the airport of Brasília, Viracopos and Confins (MG) and the same amount on the fiscal council of the airport in Minas Gerais, one of them for an alternate .
