Minister leaves Tourism; União Brasil nominates Sabino

Planalto’s political articulation wanted to make the switch to improve the voting on projects in the Chamber

Brasilia DF) – The fate of the Ministry of Tourism and its holder, Daniela Carneiro, fluctuated this Thursday (6) while the parties negotiated support for the tax reform project. In the end, what was taken for granted almost a month ago was confirmed: Daniela leaves her post and returns to the Chamber of Deputies, and the União Brasil party nominates deputy Celso Sabino (União Brasil-PA) for her place.

Daniela and her husband, the mayor of Belford Roxo (RJ), Wagner “Waguinho” Carneiro, met in the afternoon with President Luiz Inácio Lula da Silva. At the end of the meeting, the Minister of the Social Communication Secretariat (Secom), Paulo Pimenta, brought the first version of the conversation. “Daniela remains available to the government, performing her function”, he said. Pimenta also stated that she did not deliver a resignation letter to the president, as expected.

Later, the same Pimenta changed his tune. “There is no letter (of resignation), but the minister has already made the position available”, he told reporters at the Planalto Palace. In the evening, Minister Alexandre Padilha, of Institutional Relations, released a note according to which, in the afternoon meeting, he and the president clarified Daniela about “the partisan issues that motivate the change in the Ministry of Tourism”.

“President Lula and I will meet with the president and leaders of União Brasil, on a date to be defined tomorrow (Friday, 7), to receive the nomination of Deputy Celso Sabino, who will lead the Tourism portfolio”

states the statement.

Planalto’s political articulation wanted to make the exchange to improve the vote on projects in the Chamber, but the outcome was not consolidated due to slow Waguinho negotiations. This Wednesday, the 5th, Padilha responded to requests for funds and works made by the mayor of Belford Roxo. According to Estadão, the agreement would include the construction of an oncology hospital and the installation of a federal institute of education in the municipality. On that occasion, it would have been decided that Daniela would meet Lula yesterday to hand over, personally, a letter of resignation.

Bench

The exchange in Tourism became a goal of the government’s articulation after Planalto’s defeats in votes in the Chamber. With a bench of 59 deputies, União Brasil was asked to deliver more votes for agendas of interest to the Executive because it had already been contemplated with three ministries in the formation of the government: Tourism, Communications and Regional Development. But the party’s party in the Chamber responded to the president’s articulators who had not been responsible for nominating any of these ministers.

Daniela is treated as a personal choice by Lula, while Regional Development, occupied by Waldez Góes, is considered a nomination by Senator Davi Alcolumbre (União Brasil-AP). The two are from the same state, and Waldez has a history of militancy in the PDT, which he was part of until the beginning of this year.

Only the Communications folder, commanded by Juscelino Filho, is seen as an award to the deputies of União Brasil. For the government, however, he became a source of problems, for having been accused of using a Brazilian Air Force (FAB) plane for personal commitments in São Paulo and for keeping his father-in-law, with no formal relationship with the public administration, dispatching in the Ministry.

Pressure

As Daniela appealed to the Electoral Court to leave União Brasil and switch to the Republicans, the party has been pressuring Planalto since the beginning of June to exchange her for deputy Sabino. Padilha even promised that Lula would make this change by July 21, but the minister managed to postpone the landing and negotiate a “honorable departure”.

Last month, the minister’s husband criticized the choice of Celso Sabino to succeed Daniela in Tourism. “Removing an evangelical lulist woman to hire a Bolsonarist? It makes no sense”he said.
