Government and opposition sign agreement to analyze vetoes and off-budget resources

Parliamentarians linked to the government and the opposition closed an agreement for only five presidential vetoes to be analyzed in the next session of Congress, scheduled for next Wednesday (12). In all, 26 vetoes by the governments of Luiz Inácio Lula da Silva (PT) and Jair Bolsonaro (PL) were expected for the meeting of senators and deputies, according to information released this Friday (7).

In addition to suspending the analysis of 19 vetoes, the joint session will analyze seven bills proposed by Congress this year that open supplementary credits to the Budget, including one of R$ 3 billion to the Aldir Blanc Act.

“Basically five vetoes entered the ballot for appreciation, but the central objective of this session of Congress is the appreciation of PLNs that are pending”, said the leader of the government in parliament, Senator Randolfe Rodrigues (without party-AP).

The pending vetoes must be analyzed after the return of the parliamentary recess. Rodrigues expects that the texts will be discussed between the end of August and the beginning of September.

Among the bills of Congress that open special credits in the Budget, is the allocation of R$ 3 billion for states and municipalities to comply with the Aldir Blanc Law, and R$ 136 million for ministries.

There is also a credit of R$ 497.9 million for various bodies of the Executive Branch and Official Credit Operations.

Another bill guarantees resources for the readjustment of employees of the security forces of the Federal District and of military personnel from the former territories. The readjustment for DF servers is being planned in two installments: the first in July of this year and the second in January 2024.

According to the Executive Branch, the amounts to be paid must come from appropriations already authorized and available in the Constitutional Fund of the Federal District (FCDF) schedules.

Vetoes hit Embratur budget

Among the vetoes that will be discussed on Wednesday (12) are those considered “less controversial”, such as the one that expands activities financeable with money from the General Tourism Fund (Fungetur), proposed last year and which had 62 devices vetoed by Bolsonaro .

The most controversial one prohibited transfers of resources not used by ApexBrasil (Brazilian Agency for the Promotion of Exports and Investments) to Embratur, an issue strongly criticized by the president of the tourist authority, Marcelo Freixo (PT).

Another veto relating to Embratur, but from the Lula government itself, will also be analyzed next week. Congress will deliberate on the possibility of System S entities (Sesc/Senac) transferring resources to the autarchy.
