President of the City Council of São Paulo, Milton Leite claims that the calls of Fernando Haddad, Minister of Finance, to the Governor of São Paulo, Tarcísio de Freitas (Republicans), with the aim of criticizing the revision of the Strategic Master Plan of São Paulo may further weaken the relationship between the Lula government (PT) and the União Brasil parliamentarians, of which he is one of the main leaders.

Haddad telephoned Tarcísio to warn him of the “disastrous consequences” of the revision, according to the Mônica Bergamo column. He also sought out the SP Government Secretary, Gilberto Kassab (PSD), and met with the PT SP councilors.

Leite tells the Panel that the Minister of Finance should be more concerned with the country’s economy, “which is going badly”, than with the Master Plan of São Paulo. He says that if he was interested, Haddad should not “lobby” the governor, but should have attended one of the 50 public hearings already held, and claims that the minister should participate in one of the eight that will take place in the coming weeks.

“The City Council will not give in to the leftist lobby that Minister Haddad is doing. At a time when the PT federal government faces difficulties in its support base in the Chamber of Deputies and suffers successive defeats, Leite says that “in a little while the votes will begin to be affected by the União Brasil because Haddad is wanting to interfere in the Master Plan from Sao Paulo”. The party appointed three ministers in the Lula government: Waldez Góes (Regional Development), Daniela Carneiro (Tourism) and Juscelino Filho (Communications).

The substitute for the bill was approved in the first vote on Wednesday (31) at the City Council. As the Panel showed, the PT bench was divided, with four votes in favor and four against.

The approved text opens loopholes for more verticalization, allows the construction of more parking spaces in areas close to public transport axes and gives options for contractors not to pay in cash the fee to build above the limit in the city. It is proposed, for example, that the city hall can expand areas around transport axes where it is possible to erect taller buildings at a low cost for construction companies.

The prediction is that the final vote, in the second round, will take place on the afternoon of June 21
