Lula’s provisional measures may expire this week, see which ones

At least five provisional measures edited by President Luiz Inácio Lula da Silva (PT) at the beginning of the new term may expire this week if they are not voted on by Congress. The main one, the one that restructured the Esplanada dos Ministérios and the attributions of each portfolio, has been the subject of intense discussions since last week.

The government is running out of time to prevent the Executive Branch from being paralyzed, and is making articulations this beginning of the week to reach an agreement with the deputies for the MP vote, scheduled for Tuesday (30).

On Friday (26), Lula met with ministers Marina Silva, of the Environment, and Sônia Guajajara, of Indigenous Peoples, to try to contain the emptying of portfolios. On Saturday (27), the president held a barbecue at the Palácio da Alvorada to discuss the defeats suffered by Planalto in recent weeks.

On the other hand, the provisional measure that guarantees the extra payment of 50% in the Auxílio Gás program has not advanced since it was created and should come into force from Thursday (1/6) as a presidential decree.

Also winning this week is the provisional measure that transfers the Financial Activities Control Council (Coaf) to the Ministry of Finance, and which Congress intends to keep at the Central Bank. Due to all the negotiations to maintain the current structure of the Esplanada dos Ministérios, the government has already decided to accept the change made by the parliamentarians.

Another MP that should expire this week is the one that deals with the rules for the proclamation of the results of judgments by the Administrative Council of Tax Appeals (Carf), which judges billionaire disputes between companies and the Union on the payment of taxes. The measure has generated intense discussions since the beginning of the new government, so much so that Congress rejected the text – there is a negotiation for the mechanism to be presented to parliamentarians as a bill.

Finally, the provisional measure that extinguishes the National Health Foundation (Funasa) is another that should expire this week and that should be presented as a decree or ordinance – the text was incorporated into the MP that restructures the government organization. The rapporteur, Deputy Isnaldo Bulhões (MDB-AL), included a device that authorizes the Executive Power to extinguish the body and transferred part of the attributions to the Ministry of Cities.
