Lucas Barreto calls for republication of ordinance on transposition – News of Brazil

In a speech on Wednesday (21), Senator Lucas Barreto (PSD-AP) demanded the republication of the processes included in Ordinance 1,315, of 2023, which deals with the transfer of 1,134 civil servants from the former federal territory of Amapá to the Union’s staff. According to the parliamentarian, the ordinance was unduly suspended in March 2023.

Lucas Barreto stated that, since the suspension, 22 people from Amapá are still waiting for republication. The senator highlighted that they meet all the requirements and were reclassified as planning, budget, finance or control technicians and analysts. According to the parliamentarian, careers are extremely important in the construction of Amapá’s development and have been overlooked by the Ministry of Management for purely economic criteria.

— I ask Minister Esther Dweck to republish the 22 technicians and analysts covered by art. 29 of Law 13,681, of 2018. It is a guaranteed right. I also ask that you re-judge the processes of these careers. In 12 months, we only had one case approved. Judge the processes of art. 29! Publish the ordinance for all of them and include them on the payroll! Also knowing the difficulties of the category in proving activities and that such difficulty was not created by the law but, rather, only by Ordinance No. 24,859, of 2020, of the extinct Ministry of Economy, I also ask that you make, as we suggested, the amendment of the aforementioned ordinance, regulating the matter fairly and in accordance with the reality of the former territories at the time.

The senator also said he was awaiting a response to the letter in which he requested information about this specific category and the budget availability for new additions to the Union’s disappearing framework in 2024, as well as the amounts spent in 2023.

New ordinances

On Wednesday (21), the Special Committee on Former Federal Territories of the Ministry of Management and Innovation in Public Services (CEEXT) reported that the Federal Budget Secretariat expressed its opinion regarding the budgetary availability to meet, in the 2024 financial year, the new transfers of personnel from the extinct Territories, Rondônia, Amapá and Roraima, to the Union’s staff in extinction.

Therefore, starting this month of February 2024, the commission will begin publishing the approval orders for this year, with the first publication scheduled for February 26th (Monday).

According to the planning established by CEEXT, the transposition ordinances will be published once a month, with a list of requests for inclusion in the disappearing framework of the Federal Public Administration that are granted and that present due agreement by the interested party.
