Gleisi wants a project to ban shooting clubs and CACs – 07/22/2023 – Panel

The national president of the PT, Gleisi Hoffmann (PR), wants to present a bill to ban shooting clubs and registrations of the so-called CACs (hunters, shooters and collectors), the category most benefited by rules edited in the Jair Bolsonaro (PL) government.

The parliamentarian says that the PT has always positioned itself against armamentism and that it has already asked its team to carry out a survey on legislation related to the subject.

She also states that she intends to deepen this discussion with the party and with the subtitle bench in the Chamber of Deputies, and that she will take this proposal to the Minister of Justice, Flávio Dino.

“It is necessary to discuss what is the point of this existing. What is the use for Brazilian society? I do not see any sense”, said Gleisi to the Panel.

“Why does this record exist? Hunting what? If it’s shooting, it has to be something very well regulated, to hold competitions and these competitions have to be recognized. Why go to the shooting club just to shoot? What’s the point?”, he continued.

She recognizes that the decree signed by President Lula (PT) on Friday (21), which creates more restrictions on access to weapons in the country, reversing the policy of increasing flexibility observed throughout the Bolsonaro government, is a “great advance”.

Gleisi also says that the shooting clubs under the management of the former head of the Executive have become “committees of Bolsonarism and violence, including political violence”.

To become a marksman, one needs authorization from the Army. To do so, you need to join a shooting club, prove your technical ability and have no criminal record. With the changes proposed in the new decree, the authorization will now belong to the Federal Police — this transition from the Army to the PF will be gradual.

Another change in the decree is the significant reduction in the limit of weapons per person. Under the Bolsonaro government, a sniper could have up to 60 units (30 of which are classified as restricted to use by security forces and the Armed Forces). Now, the number drops to 16 (4 of which are restricted).
