The CBF (Brazilian Football Confederation) sent a circular to the 27 presidents of state federations in February 2022 in which it informed the extension of the contract with Sportradar, an international sports technology company, to monitor bets placed on national matches.

The company is considered one of the leading companies in the field of prevention, detection and intelligence in combating match-fixing and fraud protection.

A little over a year later, Brazilian football is experiencing its biggest scandal of match-fixing by bettors since 2005, when what became known as the “whistle mafia” was exposed. It was an illegal betting scheme that involved referee Edílson Pereira de Carvalho.

A Sheet got in touch with Sportadar and the CBF to understand why the company, which monitors bets in all state, national, Brazilian under-20 and aspiring tournaments, did not notice high-value bets on yellow cards, red cards and penalties committed on purpose in last year’s Serie A and B games, as well as in regional competitions in 2023. He also questioned whether the Confederation was informed if any problems were detected.

Sportradar responded that “due to the confidentiality agreement with partner entities and companies, specific data on games, leagues and athletes are not disclosed, also because if an investigation is opened, the information remains under legal secrecy”.

The CBF said it does not comment “on the methodology used by Sportradar.” The Confederation suggested that the report seek out the company for questions.

“When the CBF receives data considered suspicious by Sportaradar, these are forwarded to the STJD [Superior Tribunal de Justiça Desportiva]”, completes the entity.

People involved in the betting market told the report that Sportradar and competitors who run the betting monitoring service are actually looking for sudden changes in standards. Like, for example, if a significant amount of people start putting money in certain situations of a match in an unusual way.

In publicizing the new agreement, the use of the UFDS (Universal Fraud Detection System) was announced to monitor more than 3,000 matches in the four national divisions of the country, in addition to the Copa do Brasil and state leagues.

The value of the contract between CBF and Sportradar was not revealed.
