Dino will forward a project to make the use of cameras mandatory by police officers

The Minister of Justice and Public Security, Flávio Dino, will forward this Tuesday (30) to the Civil House of the government of President Luiz Inácio Lula da Silva (PT) the bill that makes the use of cameras on police officers’ uniforms mandatory. all over the country.

The proposal has been discussed by the government since last year and is the subject of controversy in several states that are against the use of the device. The project, however, makes the equipment mandatory nationwide.

According to the minister, this will be his last order in charge of the position, and the guidelines for the implementation and use of the equipment will be the responsibility of Ricardo Lewandowski, who will take charge of the ministry on Thursday (1st).

Dino, however, highlighted that the autonomy that states and the Federal District have to manage local public security “is linked to the concept of the Unified Public Security System (Susp), a general recognition that article 144 of the Constitution creates this system ”.

“And just as happens in the Judiciary and the Public Ministry, in national systems, there are national laws. So there is the national organic law of the Military Police, that of the Civil Police, so there is a general recognition that it is possible and necessary for us to understand that autonomy does not derogate from federal coordination. It is necessary to live with both things to have greater efficiency”, explained the minister in an interview with GloboNews.

Flávio Dino emphasizes that this “federative coordination” is necessary given that crime has become national “and even transnational”, in reference to criminal organizations that act not only in national territory, but also in other countries.

The minister explained that, during the process of drafting this policy in public hearings and consultations, some states were actually against the implementation of the equipment, but said that the majority were in favor “especially because there is a correct understanding that body cameras protect the good police officers, who will be able to say ‘look, I have nothing to do with those who practice corruption or violent arbitrary acts’”.

Dino did not provide further details on how the implementation should work or guidelines that will govern its use, he only said that he will leave the material ready for Lewandowski to analyze from the moment he takes office.

At the end of last year, the Federal Highway Police (PRF) announced that it would also adopt body cameras for agents nationwide, starting on a test basis this year in Rio de Janeiro. Initially, the equipment will be used internally for studies while, in parallel, the corporation will plan for national implementation by 2025.
