Deputies want to vote on package against violence in schools – 12/04/2023 – Mônica Bergamo

Members of the working group installed in the Chamber of Deputies to dedicate themselves to combating violence in schools hope that the proposals prepared by the collegiate will be considered in the coming days, after the return of the president of the House, Arthur Lira (PP-AL), from COP28 .

Federal deputies from the government and opposition bases have prepared four bills — and say they have an agreement reached with Lira for forwarding this year.

The idea is that the texts will have their urgent requirements approved in the coming days. In the week following approval, they would be voted on in plenary, and then sent to the Federal Senate.

“It is a very urgent matter. Our assessment is that a response needs to be sent from the Legislative branch this year. Continuing debates could take place in the Education Committee or elsewhere [se necessário]”, says federal deputy Tarcísio Motta (PSOL-RJ), member of the group.

The first project presented deals with a national policy to combat violence in schools. The second foresees the existence of security cameras, panic buttons for immediate activation of police forces and a contingency plan instructing what to do in attack situations.

A third text that will be taken for consideration by deputies proposes that digital platforms be obliged to speed up access, by the courts and authorities, to the IPs and identities of those who threaten to attack schools, when identified.

“Of course, this type of legislation, which touches on the issue of privacy controls on social networks, is always controversial. But our understanding is that, in this case, there is no privacy problem because the text is restricted to the issue of threats to schools”, says Tarcísio.

“If investigative bodies detect a real threat against schools in Brazil, digital platforms will have to provide the information and will no longer be able to hide behind judicial decisions”, he adds.

A fourth bill that should be put to the vote determines that the next National Education Plan has feasible goals for expanding teams of psychologists and social workers in schools, in compliance with a 2019 law.

The working group’s report had the power to unite representatives from the government and opposition bases around a consensus.

On the 21st, members of the collegiate met with the Minister of Justice, Flávio Dino, to present the projects. They were accompanied by family members of the four children who were victims of a massacre that occurred this year at a daycare center in Blumenau, in Santa Catarina.

In the column, Tarcísio says that Dino was surprised to see him replacing the president of the collegiate, Jorge Goetten (PL-SC), who was unable to attend.

“He [Dino] he said: ‘I was really scared, because the scheduled agenda was with the PL deputy. And then, suddenly, they told me that he wouldn’t come, but that he would be replaced by a deputy Tarcísio. I was looking for a deputy Tarcísio on the right and I couldn’t find one, until the moment they told me it was you'”, says the psolist.

“I explained to him that, although this issue has always been mobilized by Bolsonarists to defend weapons in schools, this was not the line of our working group. At no time did the debate on carrying weapons for teachers or armed surveillance in all schools prospered”, he continues.

A copy of the final report was also taken to the Ministry of Education. The Minister of Human Rights, Silvio Almeida, received Tarcísio Motta personally last week to hear from the parliamentarian about concerns about survivors and families of victims of school attacks.

The psolist argues that these people can receive a lifetime pension from the State to recover after the tragedy and have access to psychological and pedagogical assistance on an ongoing basis.

“What we want is that, in the program that the Ministry of Human Rights is developing for victims of State violence, there is a look at the victims of this type of violence. It is not State violence, but, as a rule, people are in state equipment [quando ela ocorre]”, says the deputy.

“Even if it takes place in a private school, the children are there because it is the duty of the State and their families to guarantee their education. And, therefore, the State has failed and needs to accompany the survivors and the families of the fatal victims”, he concludes.
