Definition of Chamber commissions depends on Pacheco – 03/14/2023 – Panel

One of the difficulties in closing the agreement of the commissions in the Chamber is the resistance of the PL to formalize the sharing without a guarantee that depends on the president of the Senate, Rodrigo Pacheco (PSD-MG).

In the seams made so far, the PL agreed to give up the first vice-presidency of the Board of Directors and the presidency of the CCJ (Commission of Constitution and Justice) for the president of the Chamber, Arthur Lira (PP-AL) to be able to compose with other allies.

In exchange, President Jair Bolsonaro’s party would take on the role of rapporteur for the CMO (Mixed Budget Committee), a position also coveted by parliamentarians from the União Brasil.

To guarantee the preference, the PL is waiting for Pacheco to sign a resolution that establishes the date that will serve as a basis for counting the benches and stipulate the sequence of preference of the parties for the commissions, according to proportionality. As the CMO is mixed, the rule meets the determination of the Senate.

The fear of the PL is that the federation between PP and União Brasil will be formalized and relegate the president’s caption to the position of second largest group. If that happens, the Union is strengthened to take on the budget rapporteurship. Pacheco has until this week to set the milestone.

In the PP and União, however, federation is seen as increasingly unlikely. Regional difficulties and leadership disputes stall negotiations.
