Association: ‘ANTT note is a setback to transport’ – 08/01/2023 – Panel

A draft resolution published by ANTT (Agência Nacional de Transportes Terrestres) generated criticism from companies in the interstate collective road passenger transport sector, who complain about the setback and the creation of barriers for new entrants to the market.
Among other points, the Brazilian Association for the Future of Mobility cites the limited number of operators, the windows for issuing new authorizations and the economic viability calculations to release companies to enter the interstate collective road transport of passengers.
“The sector was taken by surprise. The draft of the new Regulatory Framework for Long Distance Transport goes against the grain of free competition”, says the executive director of the entity, Bruno Azambuja.
According to him, the technical note includes provisions that are not consistent with the authorization regime, such as the need to assess the attractiveness of markets based on past demand data, and not just on the economic capacity of the operator. Azambuja also mentions the introduction of annual windows for new companies to enter the market and the limit on the number of new entrants in most of the main markets.
This Tuesday (1st), ANTT holds a public hearing to discuss the new framework.
