Army suspends ordinance that resumed weapons licenses

This Monday (29), the Brazilian Army (EB) reported the suspension of Ordinance 167which resumed, from February 1st, the issuance of new Registration Certificates for Hunters, Sports Shooters and Collectors (CACs) and the purchase and sale of weapons, ammunition and accessories.

According to the statement, the decision was made “in order to allow negotiations with the Ministry of Justice and Public Security”, which will be headed by Minister Ricardo Lewandowski.

The ordinance allowed the acquisition of firearms and ammunition by members of the Military Police, Military Fire Brigades and the Institutional Security Office (GSI) of the Presidency of the Republic.

Despite increasing restrictions on the sector, the announcement of the ordinance, which was published on December 27, 2023, renewed hope for the survival of shooting clubs affected by the Lula government’s disarmament policy.

As it is one of the main sources of revenue for clubs, the suspension of new registration certificates (CRs) for a year meant the dismissal of more than 43 thousand employees and collaborators and the closure of several entities across the country, according to a study by the Brazilian Association of Import of Weapons and War Materials (ABIAMB).

The text of the ordinance established rules on levels and habituality of Hunters, Shooters and Collectors (CACs), validity of psychological reports, weapon limits for shooting clubs, among other points.

The ordinance also determined criteria for the purchase of weapons and maintained the issuance of authorizations for the purchase of weapons through the Army’s Corporate Management System (SisGCorp).
