Manaus (AM) — The topic of public security was addressed in the Ordinary Agenda for the Processing of Bills, this Tuesday (26), in the Legislative Assembly of Amazonas (Aleam). Among the matters is the PL that requires the delivery of firearms by civil servants investigated for domestic violence, encouraging popular participation in providing information about crimes and a third party that creates the Amazonas Friendly Company Seal for the Social Reinsertion of Chemical Dependents.

Representative Alessandra Campelo (Podemos) presented Bill No. 192/2024, which requires the delivery of weapons by public security employees in Amazonas, investigated for domestic and family violence against women or subject to protective measures.

In this way, according to the PL, employees belonging to the Civil Police, Military Police, Military Fire Department and the Amazonas Penitentiary System are indicted in police investigations for domestic and family violence against women, under the terms of Law no. 11,340, of August 7, 2006 (Maria da Penha), or are subject to a protective measure, must deliver a firearm from a private individual or provided by the respective corporation or institution, and must deliver it to the body to which they are linked, within a period of 24 hours from receipt of notification of the investigation or notice of the protective measure, under penalty of committing crimes of malfeasance or disobedience, as the case may be.

“The delivery of the firearm by the public agent is a necessary and preventive measure. It aims to avoid a greater tragedy, seeking to prevent potential occurrences of femicide, and also curb the effect of intimidation resulting from the existence of weapons in the context of domestic and family violence. Furthermore, certain cases of domestic violence against women involving public security agents, some of them resulting in feminicides, draw the attention of society and, consequently, of this Legislative House. Even those indicted in investigations or required to take protective measures continue to carry weapons and pose a danger of death to the victims”,

said Congresswoman Alessandra.

Bill No. 194/2024, by deputy Comandante Dan (Podemos), establishes guidelines to promote popular participation in the prevention and repression of crimes, as well as in the investigation of infractions, through the provision of information to security authorities state public institutions, the ”Law to Incentive Popular Participation”.

Popular participation, according to the author of the PL, is a measure to strengthen the link between the community and public security authorities, recognizing the importance of the population’s participation in preventing and combating crime.

According to Congressman Dan, the measure will contribute to the efficiency of police officers in investigating crimes. “Instituting financial incentives for those who contribute relevant information will not only increase the effectiveness of police actions, but will also encourage civic collaboration in building a safer and fairer society,” he said.

The institution of the Friendly Company Seal for the Social Reinsertion of Chemical Dependents in Amazonas is the objective of Bill No. 193/2024 by deputy Thiago Abrahim (UB).

The established Seal will be granted to legal entities that hire people from treatment/reception and social reintegration institutions for drug addicts.

“The intention is to encourage companies to resocialize drug addicts and enter the job market. Reintegration is a humanitarian issue, which benefits not only drug addicts, but society as a whole”,
