Women in situations of domestic violence will be given priority by the National Employment System (Sine). The measure was published on Tuesday (4) in the Official Gazette of the Union. (GIVE), which also introduces a law to institute a program to prevent and combat sexual harassment in public administration.
Law nº 14,542, sanctioned by the president Luiz Inacio Lula da Silva, establishes the reservation of 10% of the vacancies offered. If the reserved spaces are not filled, due to the absence of women in situations of domestic and family violence, the remaining spaces can be filled by women and, if not, by the general public.
Law No. 14,540 institutes the Program to Prevent and Combat Sexual Harassment and Other Crimes against Sexual Dignity and Sexual Violence in all public administration, whether federal, state, district or municipal.
The program must also be applied in all private institutions where public services are provided through concession, permission, authorization or any other form of delegation.
The objectives of the program are: to prevent and face the practice of sexual harassment and other crimes against sexual dignity and all forms of sexual violence in bodies and entities covered by law; train public agents to develop and implement actions aimed at discussing, preventing, guiding and solving the problem; implement and disseminate educational campaigns on conduct and behavior that characterize sexual harassment and other crimes against sexual dignity and any form of sexual violence, with a view to informing and raising the awareness of public agents and society, in order to enable the identification of the occurrence of illicit conduct and the rapid adoption of measures for its repression.
In the first two stages of basic education, the program will aim to continuously train education professionals.
According to the law, the agencies and entities will develop actions and strategies aimed at preventing and confronting sexual harassment and other crimes against sexual dignity and all forms of sexual violence.
Among the guidelines are clarification on the elements that characterize sexual harassment and other crimes against sexual dignity and forms of sexual violence; provision of educational and informational materials; and the implementation of good practices for the prevention of sexual harassment and other crimes against sexual dignity, or any form of sexual violence.
Both laws came into effect on the date of publication. Also today (4th), in the Official Gazette of the Union, a law was published establishing the uninterrupted operation of Specialized Police Stations for Women.
