In a telephone conversation on Tuesday (20), Láercio Ribeiro, municipal president of the PT, and Fernando Haddad, Minister of Finance, said they had welcomed the recent setbacks by the Ricardo Nunes (MDB) administration and the São Paulo City Council. in relation to the revision of the São Paulo Strategic Master Plan and that, if they are in fact incorporated into the text, the party should support it in the second vote.

The current version of the Master Plan was prepared during the Haddad administration, in 2014. The first version of the revision of the plan, approved in May by the councilors, was met with criticism from the opposition and urban planners, who saw a strong tendency to incorporate demands from the real estate sector. As the Panel showed, the project absorbed 18 out of 26 proposals made by association of real estate developers.

Haddad himself began to articulate against the approval of the project as it was, through conversations with the PT councilors bench, with Tarcísio de Freitas (Republicans) and Gilberto Kassab (PSD), showed the Mônica Bergamo column.

In recent weeks, the rapporteur Rodrigo Goulart (PSD) has made changes to the project and retreated in points more permissive to verticalization.

“We were very worried about the mischaracterization of the Master Plan that we approved in 2014. The project sent by the city hall was already bad, and the changes made in the Chamber completely mischaracterized our plan. with the councillors, he was very concerned”, says Ribeiro.

The president of the municipal PT highlights as a relevant setback the adoption of a radius of up to 700 meters (before it was one kilometer) of the subway and train stations and of 400 meters (before it was 450 m) around bus corridors for the construction of taller buildings. In addition, the withdrawal of traditional villages from consolidation axes and the maintenance of Fundurb’s current format.

“In the last week, we have advanced with the government’s base to change what we thought was a setback. It seems to me that the latest version of the project includes a good part of the substitute that we presented, even if we asked for its suppression of articles”, he completes.

“In view of the conversations, I spoke with Haddad, and he thinks that in view of these changes, this opens the way to vote together [com o governo]. He defends that, in the face of this, there is an agreement between the base and the opposition and that we can walk together”, he concludes.

Senival Moura, leader of the PT in the City Council, says that the bench of councilors thinks the same way and should make their position official this Thursday (22).

“The possibility is clear [de votar junto]. The suggestions presented by the PT bench as a whole are being accepted in the rapporteur’s text. Therefore, I see no difficulty in voting in favor. That was our commitment, in the first vote. Everything goes so that we vote in favor”, says Moura.

In the first round, the PT voted divided, with four demonstrations against and four in favor.
