The Minister of Foreign Affairs, Mauro Vieira, responded in writing last weekend to one of his predecessors in office, Celso Lafer, who had released a letter criticizing Brazil’s decision to support a South African action in the Court of The Hague that pointed out genocide committed by Israel in Gaza.

“He [Vieira] He presented his arguments in detail and with great care, pointing out the possibility of a potential genocide. I maintain my opinion that genocide does not apply to the discussion of humanitarian issues and the law of war,” Lafer said.

Chancellor during the government of Fernando Henrique Cardoso, Lafer argued in his message to Vieira that it is not possible to invoke the Convention for the Prevention of Genocide in Israeli attacks on Gaza.

“The illicit nature of genocide presupposes intentional intent, of destroying part or all of a religious or ethnic group, and I do not believe that this is the case in this case”, says the former minister.

Between the message he sent to Vieira and the chancellor’s response, the Hague Court ordered Israel to take necessary precautionary measures to protect Palestinian civilians, but did not consider whether the Jewish State’s attacks constitute genocide.

Lafer, who preferred not to disclose Vieira’s letter, said he does not intend to respond and that he considers the case closed. Itamaraty also did not comment.
