It is misleading to post that claims to be from 2023 video of the current Minister of Finance, Fernando Haddad (PT), announcing the launch of a program to help trans and transvestites, pejoratively called by the piece of misinformation “Bolsa Travesti”. The recording is actually from 2015, when Haddad was mayor of São Paulo. At the time, he launched the Transcitizenship Social Reinsertion program, which initially offered assistance of R$840 to 100 beneficiaries, in addition to access to school and vocational courses.
The video, which circulates out of context, is part of a report by TV Câmara de São Paulo broadcast on February 2, 2015, with the title “SP: City Hall program encourages the development of transvestites”. The entire video is 4 minutes and 56 seconds long.
The Transcitizenship Social Reinsertion project, as verified by the Comprova Project, has been carried out for nine years by the City of São Paulo under the responsibility of the Municipal Secretariat for Human Rights and Citizenship and the Municipal Secretariat for Economic Development and Labor. The objective of the action is to help in the professional placement and social reintegration of the trans and transvestite population in vulnerable situations.
In the first phase of Transcidadania, 100 participants were benefited, who received a grant of R$ 840, conditioned to actions to increase their schooling and professional qualification, in activities of 30 hours a week for two years.
In the report, the Ministry of Finance reported that there is no program in this regard being developed by the folder within the federal government and that the video in the TikTok post was taken out of context.
In an interview with Agência Pública on January 24 of this year, the National Secretary for the Promotion of Defense of LGBTQIA+ People, Symmy Larrat, stated that she intends to transform Transcidadania into a nationwide project. There is no forecast for implementation.
The Ministry of Human Rights and Citizenship was contacted, but there was no response until the publication of this verification.

Comprova investigates suspicious content with greater reach on social networks. By April 12, the publication on TikTok had reached 1.1 million views, 40.2 thousand shares, 9.7 thousand comments and 16.5 thousand likes.
How do we check
After watching the video, we searched Google for the keywords “Haddad” and “trans people” and found checks from other agencies such as UOL Confere, Lupa, Estadão Verify and Fato ou Fake, from G1, Aos Fatos, as well as a report by 2015 from PT’s official website.
In the recording, it is possible to see a red logo of a TV channel on the journalist’s microphone, which appears for the first time at 13 seconds. With the hint that the logo would belong to TV Câmara de São Paulo, we did a search on YouTube for the keywords “TV Câmara São Paulo” and “Haddad”, from which we found the original video, published on February 2, 2015.

We also gathered information about the Transcidadania program from reports and data on the São Paulo City Hall website.
What the person responsible for the publication says
The report contacted the profile @pastor_valdinei by message on TikTok, but did not receive a response until the publication of this verification. A search for the user on other social networks returned a YouTube channel and a LinkedIn account. However, none of the channels contained contact information.
What can we learn from this check
Disseminators of misinformation often use old videos to confuse the public and take information out of context. In this way, they end up leading people to believe that a given fact is recent, causing a misinterpretation of different subjects. It is always important for the reader to question the content and seek information about the topic from the professional press.
The post also shows that we should pay attention to details. Haddad appears visibly younger in the video, something that, if noticed, would already indicate dubious content.
