The governor, Clécio Luís, and the senator Randolfe Rodrigues They handed over the capacity orders to 118 civil servants from the former Federal Territory of Amapá who were lent by the Union to work in state bodies. These are professionals who were welcomed by the transposition process and are now part of the federal framework.

Since January, 500 civil servants transferred to the federal framework were transferred to 47 state public bodies, after completing the documentary stages of the transposition process. For Clécio Luís, the action recognizes those who contributed to the formation of what is today the State of Amapá.

“This moment has several meanings. First, it is dignity, then the justice that is being done to these civil servants, who have already provided service in some way to the federal territory or to those early years of the State Government. But it is also an appreciation for the work they did.”highlighted the governor.

One of the employees who received the capacity order was the teacher Torrão Lourenzo, who did not hide his happiness in starting the new moment of his professional life.

“It’s a moment, so it’s an emotion. It was a very big battle, after more than two years of us waiting, the long-awaited moment has arrived, now, to thank God, the State government, Senator Randolfe, for achieving this engagement within the federal framework. So, we just have to be grateful and celebrate.”said Professor Lourenzo.

The senator Randolfe Rodrigues he was the rapporteur of Constitutional Amendment (EC) 98/2018, which guarantees transposition, equalizing the conditions so that civil servants from the former territories of Rondônia, Amapá and Roraima can be integrated into the framework of federal public administration.

“Transposition advanced in 2023 and I attribute this progress first to the management of Governor Clécio, who created a Transposition Secretariat. This was essential to facilitate access to documents, based on the processes defined in Brasília. And, later, due to the political will of President Lula’s government to guarantee the right to those who have it. Transposition was a right won by the people of Amapá in the constitution, but no right is guaranteed if there is no political will”highlighted Randolfe Rodrigues.

Promotion of the local economy

The increase in the local economy was more than R$4 million in relief from the State Government’s payroll with state employees transferred to the Union, until November 2023.
