Tarcísio government tries to unlock project that empowers Bolsonaro’s former minister – 02/24/2024 – Panel

The Tarcísio de Freitas government (Republicanos-SP) sent this Friday (23) to the Legislative Assembly of São Paulo a Proposal for Amendment to the Constitution that removes from the State Attorney General’s Office the attribution of handling administrative disciplinary procedures, including suspicions of corruption against servers.

The objective of the PEC is to pave the way for the vote on a complementary law proposal sent by the state administration last year and which determines that these responsibilities remain with the State Comptroller General. At the time, the text generated outrage from prosecutors.

While the Tarcísio administration maintains that it wants to bring the federal model of the Comptroller General of the Union to São Paulo, PGE prosecutors fear for the independence of the investigations.

The CGE is commanded by Wagner Rosário, who was the head of the CGU in the government of Jair Bolsonaro (PL) and, more recently, gained prominence for being one of the participants who spoke at the July 2022 meeting in which scenarios to contest the fairness of the elections.

In the recording, made public after a recent operation by the Federal Police against Bolsonaro and his allies, the former CGU minister says that the body should act together with the Federal Police and the Armed Forces to strengthen the military’s critical actions towards the electoral system.

“Then it’s no longer the Armed Forces talking. There are three institutions. And we have to prepare to act as a task force in this matter”, he stated.

Rosário also mentioned a CGU report, completed in December 2022. “I received the last inspection report […] and I didn’t have the courage to send it. The report was horrible, shit, it didn’t say anything (…)”, he said. The CGU report did not identify any fraud in the voting system.

The former minister said, in a statement, that his speech “aimed at ensuring that the elections took place normally, and that there was supervision that guaranteed full security, transparency and reliability for the electoral process.”

“Any other reading of what was said is mere illusion”, he further stated.

Last week, the Presidency’s Public Ethics Commission opened a process to investigate the conduct of Rosario and other participants at the meeting.
