The Ministry of Agriculture and Livestock published, in this Monday’s edition (25) of the Official Gazette of the Union (DOU), ordinance that nationally recognizes the states of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo as free from foot-and-mouth disease without vaccination , Sergipe, Tocantins and the Federal District. The ordinance also prohibits the storage, sale and use of the vaccine against foot-and-mouth disease and the movement of animals vaccinated against the fever.
According to the document, signed by the minister Carlos Fávaro, the vaccine may be used with authorization from the Department of Animal Health of the Secretariat of Agricultural Defense of the Ministry of Agriculture and Livestock.
The storage and sale of vaccines against foot-and-mouth disease may be permitted subject to authorization from the Official Veterinary Service (SVO), in the respective states and Federal District, in the following situations: in laboratories that produce vaccines against foot-and-mouth disease; in places where foot-and-mouth disease vaccines are stored and stocked; and in commercial establishments that trade foot-and-mouth disease vaccines with other Federation Units that regularly vaccinate cattle and buffaloes.
The ordinance prohibits the entry and incorporation of animals vaccinated against foot-and-mouth disease in the states of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe, Tocantins and the Federal District.
The transit of vaccinated animals, destined for other Federation Units (UF) transit through the states and regions described in the ordinance must occur via routes previously established by the Official Veterinary Service.
Vaccinated cattle and buffaloes, coming from areas free from foot-and-mouth disease with vaccination and entered through places authorized by the Official Veterinary Services of the respective States listed in the caput, are exempt from the established prohibition, in the following situations: intended directly for slaughter, when: transported in vehicles sealed by the Official Veterinary Service or by a veterinarian authorized by the Official Veterinary Service to issue an Animal Transit Guide; and sent directly to a slaughter establishment with official inspection; intended for export, when: sent directly to a pre-shipment establishment authorized by the Official Veterinary Service and, from there, to the place of departure from the country; and animals not exported, due to non-compliance with the importing country’s requirements or any other reason, must go directly to slaughter in an establishment authorized and supervised by the Official Veterinary Service.
The ministry’s ordinance determines that the entry and incorporation of cattle and buffaloes in states, municipalities and part of municipalities that make up the zones recognized by the World Organization for Animal Health is prohibited. (OMSA) as free from foot-and-mouth disease without vaccination from the states of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe, Tocantins and the Federal District.
The ban will remain in force until the OMSA grants recognition of the health status of free from foot-and-mouth disease without vaccination to the aforementioned states. Cattle and buffaloes from the states of Mato Grosso and Amazonas from regions recognized as free from foot-and-mouth disease without vaccination by the OMSA are excluded.
