Sisu 2024: what the selection looks like with the new Quota Law – 01/15/2024 – Education

The inclusion of quilombolas in the Quota Law was sanctioned by President Lula in November last year. Now, quilombola students also have the right to reserve places in higher education, as well as technical education.
The new rules are already valid for this edition of Sisu (Unified Selection System), which receives registrations from next Monday (22) until Thursday (25). 264,360 places will be offered in 127 educational institutions — almost half, 121,750, will be allocated to quota holders through law.
This is one of the new features of the 2024 selection process. For the first time, the main gateway to public universities will only take place at the beginning of the year and will not have a second edition in June. This way, the candidate’s classification will determine whether he or she will enter the first or second semester.
In relation to the Quota Law, this classification will now initially depend on the student’s performance in Enem 2023. This is because black, brown, indigenous, quilombola and people with disabilities candidates will compete for reserved places only if they do not initially reach the grades for broad competition .
This way, at first, all candidates compete together, without selection distinctions. If a student who is part of the quota groups passes the broad competition, he or she does not use the quota and, therefore, does not occupy a place as a quota holder.
As in the previous law, the reservation of places for these groups will be proportional to the number of people self-declared in the selection state, according to the latest IBGE (Brazilian Institute of Geography and Statistics) Census.
The law also says that, after three years of the publication of IBGE results, the Executive Branch must adopt a methodology to annually update the percentages of black, brown, indigenous and quilombola people and people with disabilities in relation to the population of the Federation units.
TECHNICAL EDUCATION AND POSTGRADUATE
In the case of candidates for competitions for federal institutions of secondary technical education, the new rules are the same regarding the initial competition in broad competition and the proportionality of reserved places according to the number of the group in the state (number of black, brown, indigenous people and quilombolas, according to the latest IBGE Census).
In addition to the places reserved for these groups by the special program for access to these institutions, there are also those reserved for students who have completed their primary education in a public school.
As for postgraduate courses, the law establishes that federal higher education institutions must, in their autonomy, promote affirmative action policies for the inclusion of black, brown, indigenous and quilombola people and people with disabilities in their programs, considering the importance of diversity for scientific, technological and innovation development.
