Senate begins to analyze new fiscal framework this week

This week, the Federal Senate begins to analyze the complementary bill of the new fiscal framework (PLP 93/2023), approved last Wednesday (24) by the Chamber of Deputies. The text foresees a set of measures, rules and parameters for conducting the fiscal policy of the Brazilian State, with the control of the country’s expenditures and revenues.
The objectives are to guarantee credibility and predictability for the Brazilian economy, as well as for the financing of public services such as health, education and public security.
The expectation of the President of the House, Rodrigo Pacheco (PSD-MG), is that the complementary bill will be sent for presidential sanction in the month of June.
The project for the new fiscal framework may be voted directly on the Senate floor. However, the processing of the PL is still being debated with party leaders in the House. Some parliamentarians ask that the matter be discussed in legislative committees, before proceeding to vote in plenary. The suggestions are for the matter to be analyzed by the Committee on Economic Affairs (CAE) or, even, by the Committee on Constitution, Justice and Citizenship (CCJ), both of the Senate.
Restructuring of ministries
The plenary of the Federal Senate, as well as that of the Chamber of Deputies, will need to complete the analysis by Thursday (1st) of Provisional Measure 1,154/2023, which deals with the organization of ministries defined by President Luiz Inácio Lula da Silva, in January of 2023. The provisional measure will expire on the next 1st.
Last Wednesday (24), the joint committee that deals with the matter in the National Congress approved the report by Deputy Isnaldo Bulhões Jr. (MDB-AL), with changes in various attributions on the part of the ministries, foreseen in the original text.
CPMI of the 8th of January
The Joint Parliamentary Commission of Inquiry (CPMI) of January 8, which will determine responsibilities for the invasion of the buildings of the three Powers of the Republic and the depredation of public property, will meet again next Thursday to examine the rapporteur’s proposal, senator Eliziane Gama (PSD-MA) for the work plan.
The CPMI of the Coup Acts of January 8 was installed last Thursday (25). The president of the mixed commission, Deputy Arthur Oliveira Maia (União-BA), suggested weekly meetings on Thursdays, but the schedule can be changed.
Some members of the CPMI, which has 32 members and 32 alternates, including deputies and senators, think that, due to the complexity of the issue, it will be necessary to appoint sub-rapporteurs to deal with specific issues.
Equal pay between men and women
The Human Rights Commission (CDH) scheduled for Monday (29), starting at 9 am, in room 2 of the Nilo Coelho Wing, an interactive public hearing to discuss equal pay between men and women.
The hearing is part of yet another round of debates to guide the creation of a Labor Statute to promote social rights.
Representatives of trade unions, labor inspectors and women’s organizations were invited. Government representatives and employers’ representatives are also expected, such as the National Confederation of Industry (CNI) and the Federation of Industries of the State of São Paulo (Fiesp).
The event will be interactive. With this, citizens will be able to send questions and comments by telephone to the Federal Senate Ombudsman (0800 061 2211) or through the e‑Citizenship Portal, which can be read and answered by senators and debaters live.
Brics
The Senate is expected to launch, on Tuesday (30), the Parliamentary Relationship Group with the Brics, a bloc formed by Brazil, Russia, India, China and South Africa. The creation of the group was approved by the full Senate on Wednesday (24).
The author of the Senate resolution project, senator Irajá (PSD-TO), predicts that the group will be able to promote exchanges with parliamentary entities of the other member countries of the bloc and monitor the processing of matters that deal with matters of interest to countries from the Brics. The bill will now proceed to enactment.
For the launch of the Parliamentary Relationship Group with the Brics, in addition to senators, country ambassadors, representatives of the Ministry of Foreign Affairs and others were invited.
Research at a public university
The Senate Foreign Relations Committee will meet on Thursday at 10 am, with 12 bills on the voting agenda.
The first item, authored by Senator Veneziano Vital do Rêgo (PSB-PB), determines that large companies that take out a loan from the National Bank for Economic and Social Development (BNDES) must promote a technical partnership with Brazilian public universities (PL 6,039/2019), with the aim of increasing the interaction of professors, researchers and students with the market and fostering scientific production.
Brazilian Ambassadors
The nomination of the Brazilian diplomat Arthur Henrique Villanova Nogueira to head the Brazilian Embassy in Malawi and, cumulatively, with that of the representation in Zambia, went on to be voted in the plenary of the Senate. The Foreign Affairs Commission (CRE) approved on Thursday (25) the appointment of the diplomat to the vacancy. Currently, Nogueira is Brazil’s ambassador to Zambia.
On Thursday (1st), at 10:00 am, in room 7 of the Alexandre Costa wing, the Committee on Foreign Relations and National Defense will question two other diplomats appointed to Brazilian missions abroad.
The first of them will be Cláudio Frederico de Matos Arruda, nominated to hold the position of ambassador of Brazil in Australia and, cumulatively, in the Solomon Islands, Papua New Guinea, Vanuatu, Fiji and Nauru.
The other diplomat to be questioned is Ricardo Guerra de Araújo, nominated for the post of Brazilian ambassador in Romania. Currently, Ricardo Guerra de Araújo is ambassador to Nigeria.
