The approval of the base text of the MP (provisional measure) that restructures the Esplanada dos Ministérios on the night of this Wednesday (31) had the support of parliamentarians from the centrão and had few betrayals by deputies who are part of the base of the Lula government (PT) .

União Brasil, a party with three ministers, was the party with the most dissent — there were 35 votes in favor of the government and 15 against, including Kim Kataguiri (SP), Alfredo Gaspar (AL) and Felipe Francischini (PR).

The basic text of the MP was approved by 337 votes to 125. The MDB, the party of the rapporteur for the matter, Isnaldo Bulhões Jr. (AL), had 35 votes in favor and 3 against; in the PSD there were 36 in favor and 2 against.

Together, MDB, União Brasil and PSD have 9 government ministries.

The PP, of the mayor, Arthur Lira (AL), also delivered the majority of votes: there were 34 in favor and 9 against. The same happened with the Republicans: 30 in favor and 7 against.

The centrão has acted as a balance in the House votes. When he wanted to express messages of dissatisfaction to the Executive, for example, he rejected projects of interest to Lula such as the Fake News PL, which ended up having its vote postponed, and the overthrow of changes made by the government in the Sanitation Framework.

On the other hand, on issues related to the liberal agenda, such as the fiscal framework, the centrão delivered an expressive vote.

The vote took place after the Lula government launched its last cards to try to circumvent the crisis this week, when party leaders indicated that the MP could be defeated in plenary. The Planalto Palace made promises to speed up the release of amendments and appointments to positions in the face of pressure from the centrão for more space in the government.

Hours before it happened, Lira walled up the Plateau and criticized the political articulation.

Initially, the MP would be analyzed on Tuesday (30), but the vote was postponed in a setback to the Executive’s plans and amid pressure from parliamentarians for changes in the relationship between the PT administration and Congress.

Even the PL, the party of former president Jair Bolsonaro and which holds the largest bench in the House, which had closed the issue against the text, saw deputies supporting the government in the matter. There were 8 votes in favor and 76 against.

Among the favorable votes are deputies João Carlos Bacelar (BA), who placed an ally in office in the Executive, and Yury do Paredão (CE), who recently posed for a photo with Lula and was criticized by his supporters.

Such as Sheet showed, after Bacelar’s indication, the lawyer Otávio Alexandre Freire da Silva was appointed to command the regional office of the SPU (Superintendence of the Union’s Heritage) in Bahia.

In the poll, parties that make up the government’s most faithful base voted entirely in favor of approving the text: PT (64 votes), PDT (18 votes), PSB (15 votes), PSOL (12 votes), PC do B (7 votes), PV (6 votes) and Network (1 vote).
