Secretaries of Education ask for the application of the new high school in 2025

The state secretaries of Education and the National, State and District Education Councils ask that the changes in secondary education, which are being elaborated by the Ministry of Education (MEC), only occur from 2025. In a joint position, they argue that the new secondary education has already been implemented in all states and that the changes will require a feasible transition period.

The secretaries and advisors also highlight four aspects in their positioning that they consider essential in offering secondary education. In addition to the transition rules in a period considered feasible, they ask for the maintenance of distance learning (EaD) both in basic general education, which is part of the content stipulated by the National Common Curricular Base (BNCC) and which is common to all schools in the country, as well as in training itineraries, which is the part chosen by students for further study, depending on the availability of each network.

According to them, teaching mediated by technology “is a prerequisite to enable the implementation of the reform in the night shift and necessary to address the territorial specificities of each region (demographic voids, indigenous education, rural education, quilombola education, among others)” . The text also points out issues of infrastructure, school transport logistics and lack of teachers as arguments for maintaining the distance education offer.

In addition, the secretaries and counselors advocate that 2,100 hours of the 3,000 hours of secondary education be dedicated to basic general education and that the training itineraries be reduced from ten to two, one consisting of languages, mathematics and human sciences and social and another for languages, mathematics and natural sciences. Students can also opt for the training path in professional and technical education.

Revision

The New Secondary School was approved in 2017 by Law 13.415/2017, and was implemented last year in schools across the country. The model is the target of criticism and, upon taking office, President Luiz Inácio Lula da Silva undertook to review it.

In the first semester of this year, the Public Consultation for the Evaluation and Restructuring of the National Secondary Education Policy was opened. On August 7, the MEC released the summary with the main results of the consultation. In all, more than 11,000 contributions were received from March 9 to July 6.

Among the proposals for change presented by the MEC based on the consultation are the expansion of the workload of the common part, the recomposition of curricular components and the end of distance education (EaD) for Basic General Training, with the exception of technical professional education, which will have an offer of up to 20% in this format. EaD can also be applied in specific situations, such as in the case of a pandemic.

After the publication of the summary, the MEC opened a period for educational entities and normative bodies to manifest themselves in relation to the document. This Monday (21), the deadline ends.

Other entities also spoke out. For the Brazilian Union of Secondary Students (Ubes), the law on New Secondary Education should be immediately revoked. Students point out that the way it has been applied, the law only increases the inequalities between students that depend on the supply and quality conditions of each education network.

The National Campaign for the Right to Education released a technical note in which it defends the “guarantee of 2,400 hours dedicated to General Basic Education as a crucial step towards guaranteeing a solid education for our students”; the entity also defends 100% face-to-face education, without exception, and the importance of increasing public resources for public education and implementing a set of criteria that ensure the excellence of the conditions offered, according to the Cost Student Quality (CAQ), guaranteeing the constitutionally established quality standard.

Until reaching the classrooms, the proposals still have a way to go. Now, the MEC will consolidate a final version of the report, which will be sent to the National Congress for consideration. MEC’s ​​proposals for secondary education will also be presented to the Education commissions of the Chamber of Deputies and the Federal Senate, so that they can contribute to the final report, based on information collected in public hearings held by the legislative houses.
