PT seeks signatures for project that changes Armed Forces – 03/06/2023 – Panel

Federal deputy Carlos Zarattini (PT-SP) began collecting signatures last week for the proposed constitutional amendment that he intends to present modifying Article 142 of the Constitution, which deals with the attributions of the Armed Forces.

He withdrew from presenting the amendment jointly with his bench colleague Alencar Santana (PT-SP), although both have participated in the writing. The idea is, therefore, to have Santana as an option to be the rapporteur for the measure.

Zarattini’s proposal has three main points: the prohibition of active duty military personnel holding civilian positions, the end of GLO (Law and Order Guarantee) operations in the area of public security and a wording that explicitly excludes the possibility of political action by military.

Today, the article is interpreted in a distorted way by defenders of the “moderating” role of the Armed Forces, which would supposedly authorize military intervention in politics.

Zarattini made a concession in the text, however, allowing military personnel to act in civil defense actions, such as disaster relief, for example. For the amendment to be presented, it is necessary to collect 171 signatures.
