The Finance and Taxation Committee of the Chamber of Deputies approved Bill 10895/18, from the Senate, which provides for cost assistance to patients of the Unified Health System (SUS) undergoing treatment in another city. The approved proposal inserts devices in the Organic Health Law.
The rapporteur, deputy Josenildo (PDT-AP), recommended approval with amendments for adjustments to the text, since, according to him, the original project, for the most part, adopts rules already applied from regulations of the Ministry of Health.
The approved version addresses expenses with food, transportation and accommodation for the patient and a companion, if applicable. The allowance may be given as long as there is financial and budgetary availability of the responsible federative entity, as previously agreed by the SUS management committee.
It will be necessary to be referred by a SUS physician for treatment in another city and authorization from the SUS municipal or state manager, in addition to guaranteeing care in the other municipality. The benefit will not be valid for trips of less than 50 kilometers or between locations in a metropolitan region.
“SUS norms already deal with cost support for patients who travel to other locations, through the Out-of-Home Treatment (TFD) modality. But currently, access to this benefit is restricted”said the senator Randolf Rodrigues (Rede-AP) in the justification accompanying the original version of the proposal.
Procedure
The project is being processed in a conclusive manner and will still be analyzed by the Constitution, Justice and Citizenship Commission. In 2021, the text was approved by the former House Social Security and Family Commission.
