For Mayara Pinheiro, the proposal aims to promote the inclusion of people with autism in the job market
Manaus (AM) – Bill No. 461/2023, authored by state deputy Dr. Mayara Pinheiro Reis (Republicans), specifically amends Law No. 3,785/2012. The proposal establishes exemption from Environmental Licensing fees for companies that directly hire, on a full-time basis, at least one person with Autistic Spectrum Disorder (ASD) for every 100 (one hundred) employees.
For Mayara Pinheiro, the proposal aims to promote the inclusion of people with autism in the job market and, in return, offer tax benefits to companies that respect the environment.
“Enabling people with autism to be hired is important for both sides. The autistic because he gains the opportunity for social and economic inclusion and the company that benefits from dedicated employees and exemption from fees in Environmental Licensing. Considering that the total population in the country is approximately 214 million inhabitants, which means that about 1% of the population would be on the spectrum, it is important to create public policies that facilitate the absorption of the person with ASD in the labor market and offer benefits to the contracting companies ”,
justified the deputy.
Autism affects millions of people around the world and, according to the IBGE (Brazilian Institute of Geography and Statistics), it is estimated that about two (2) million Brazilians have autism. However, the inclusion of autistic people in the labor market is still a major challenge.
According to the proposal of Dr. Mayara, qualified companies will be entitled to exemption from the payment of Preliminary License fees, Installation License, Operation License and the Single Environmental License fee (LAU). Already the rates of Authorization of Plant Suppression; Inclusion and/or Exclusion and Expedient will continue to be charged.
If sanctioned, the law will be regulated by the Executive Power within a period of 90 (ninety) days from the date of its publication.
The importance of environmental licensing
Established by Law No. Law 6,938/81, Environmental Licensing brings a set of norms for environmental preservation and consists of carrying out an administrative process carried out by the competent environmental agencies that can grant licensing for the installation, expansion and operation of ventures and activities that use environmental resources, considering the potential risks of pollution or environmental degradation.
