PL by Roberto Cidade seeks to make public transport safer and more humanized

PL provides for a fine of R$ 10,000 to R$ 50,000 for companies that fail to comply with the guideline

Manaus (AM) – Making traffic more humane and safer is a challenge common to all, as a result of which Deputy Roberto Cidade (UB), President of the Legislative Assembly of the State of Amazonas (Aleam), presented Bill No. 56/2023 which determines that public passenger transport service concessionaires promote the training and recycling of drivers, collectors and inspectors to manage situations of discrimination, racism, domestic and family violence; libidinous acts and/or sexual crimes committed against vulnerable victims.

“Tens of thousands of people use transport every day in Manaus and in other municipalities in our state and society’s problems are often repeated there too, between one trip and another. Our PL aims to ensure that the employees who are in the collectives and in this work closer to the passengers have the means and knowledge to make the necessary approaches and referrals. The responsibility for safer and more humanized traffic and public transport passes through the laws and our proposal has this objective”, stated Cidade.

According to the PL, the techniques and procedures taught to drivers, collectors and inspectors in training and recycling courses should promote their safety and that of passengers, in order to ensure their physical and mental integrity, not being able to increase the risks or expose them to dangerous situations.

Thus, training and recycling courses should focus on basic notions of first aid and risk reduction; security procedures in situations of threat, discrimination, racism, domestic and family violence, lewd acts and/or sexual crimes committed against women, children, adolescents, elderly people and people with disabilities; phone numbers and addresses of police protection and rescue agencies, as well as the protection network for vulnerable groups, among others related to the protection of life.

The PL also provides for a fine of R$ 10,000 to R$ 50,000 for companies that fail to comply with the guidance to be applied by the Regulatory Agency for Delegated and Contracted Public Services of the State of Amazonas (Arsepam).

2022 survey

At least 32% of women experienced sexual harassment on public transport in Brazil. The data comes from a survey carried out last year by the Patrícia Galvão Institute and Strategic Research and Consulting Intelligence (Ipec), with the support of Uber.
