Behind the scenes of the National Congress, especially in the Chamber of Deputies, congressmen from the right, left and center reported great dissatisfaction with the delay in the execution of amendments by the federal government.

In the last week, leaders commented to the CNN that they would have already talked to Planalto and that the expectation was that the scenario would improve by Friday (25). The situation, however, they say, has not advanced.

Of the total budget execution forecast for 2023 in RP2A4, which is a type of amendment made available by the ministries to Congress, coming from the extinct “Secret Budget” — a total that adds up to an amount of BRL 9.8 billion —, until this Friday, only 27% of this amount was committed and 15.71% — which represents a little over R$ 1.5 billion — was actually paid.

Behind the scenes, parliamentarians complain that, in August, the government is very far from executing the total value of these amendments foreseen for the whole year.

Added to this is a scenario of dissatisfaction with the delay in defining the ministerial reform that will include PP and Republicans on the Esplanada.

The leadership’s assessment is that the government is “playing a dangerous game” having approved the MP authorizing the elevation of the Income Tax exemption range, but without the “funding source”, which now depends on the approval of the PL for Offshores and of the approval of the MP for Exclusive Funds until the end of the year.
