Nunes tells secretaries that TCM should not be obeyed – 07/16/2023 – Panel

The mayor of São Paulo, Ricardo Nunes (MDB), told his secretaries that statements by the Municipal Court of Auditors should no longer be respected. The speech amazed those present, and some of them even commented to the emedebista’s closest advisors that he should be instructed never to say that in public.

The mayor’s speech took place at the end of May, at a peak of tension between the mayor and the TCM. He has already stated on several occasions that the municipal court of accounts has prevented works from being carried out at a satisfactory pace by determining the suspension of public notices.

One concern of Nunes is to arrive at his campaign for re-election, in 2024, with fewer works than he expected to have to show.

When contacted by the Panel, Nunes declined to comment. His allies claim that the mayor was probably not referring to determinations, but to suspension recommendations made by the TCM, which are not mandatory and therefore could be ignored.

Nunes has also complained that the court is failing to comply with a law passed in November 2022 that stipulates that control bodies, such as the City Council and the TCM, have up to 25 working days, extendable for the same period, to decide on the merits. in case of precautionary suspension of the bidding process.

The measure contradicted the members of the court. The previous legislation did not establish any deadline, and the mayor, since the first months of his term, already credited the TCM with the delay in the bidding process and the delivery of works.

Among the main hurdles, Nunes lists the TCM’s delay in granting approval for the almost R$ 1 billion bid to start what he calls “the greatest resurfacing of São Paulo”. The program started in June 2022, but the announcement had been blocked since the end of 2021.

The revolt of Nunes, in this case, is to arrive in the election year with the resurfacing services still in action, causing inconvenience with road closures, which would negatively affect the mood of the electorate.

Another showcase that the mayor is preparing to display in his re-election campaign, the Pode Entra program, also had the two public notices suspended in July last year. The first edict was authorized in November 2022 and the second this Wednesday (12).
