New IPE-Saúde will be presented next week

The second government of Eduardo Leite (PSDB) in Rio Grande do Sul reached its hundredth day this Monday (10). When presenting the 100-day balance of the first re-elected government in the history of the State, the manager reaffirmed the continuity of actions of the first term, celebrated the first victory in the Legislative Assembly, emphasized that the government’s hallmark is the search for performance and announced the next Piratini Palace challenge: the IPE-Saúde restructuring project.
The government’s new brand, announced at the time, is “the future unites us” – and the most striking novelty revealed at the event contemplates a short-term future: after the first quarter has passed with the approval of the readjustment in the teaching career, the next confrontation de Leite in Parliament should be a new funding model for the IPE, whose proposal should be presented next week.
“First, we are going to present a diagnosis that includes not only what we already have of a gap between IPE revenue and its costs, but also those costs that must be coupled insofar as there is a demand for readjustment of medical fees, for example. These are challenges that we already have in the present and those that are added, due to new expenses that are included in the cost of health”, said Leite.
After this diagnosis, to be discussed with the health sector later this week, the government should present its final project next week. Leite made it clear, however, that sending the text to Parliament should only occur after debates arising from the presentation of the proposal.
The IPE-Saúde entered the year 2023 with a debt of R$ 200 million – which already reached R$ 650 million in March 2022. The doctors accredited by the plan, which serves 1 million Rio Grande do Sul, started this week with suspended activities, in a stoppage approved during the meeting of the Medical Union of Rio Grande do Sul (Simers), due to the lack of readjustment of fees.
At the same time that there is a need for a balance between IPE revenues and expenses, there is a strong demand for the replacement of medical fees. This is the challenge for which Piratini should present a solution in the coming days.
“The restructuring will seek to meet, as far as possible, the weeks that the health sector has for the IPE as a plan. It will present a restructuring in the form of financing. , it is a new way of financing”, explained the governor.
The second Leite government reaches 100 days without a brand, or at least without a major delivery that could symbolize Piratini’s performance in this little more than a quarter. Questioned, the governor said that the hallmark of management is the search for performance.
“In this new cycle, the brand is precisely to give performance to the public machine. In the last government, we had the need to overcome a gigantic crisis. We had a profound agenda of reforms. (…) The brands must be the characteristics, the values, the essence of government. The essence is the same, dialogue and boldness, directed towards a new focus: performance. The government is working on that”, said the toucan.
In this sense, it reinforced the five priority axes for the government: education, health, innovation, fight against poverty and fight against drought – in that order. Despite not having a major delivery that could be highlighted, the government sees the fact of being the first administration to reach the hundredth day for the second time as, perhaps, its main mark; the continuity.
“The agenda that brought us here gives a new starting point for these new 100 days. They are 100 days very different from those of the last government”, summarized Leite in the presentation, which took place at the Embarcadero Pier.
‘Strange’, comments Leite on collaboration between left and right in the Assembly
The second government Eduardo Leite (PDSB) had not even reached the hundredth day for the governor of Rio Grande do Sul to realize that the challenge in the relationship with the Legislative Assembly must be greater than in the first government, even with a theoretically more lenient agenda .
The toucan exercised a first term with a controversial legislative agenda, of intense reforms, privatizations, the withdrawal of the plebiscite and confrontations with state servants. Even so, with the vast majority of Parliament faithful to the Piratini Palace, Leite never lost a vote in the September 20 Plenary – he approved all the agendas sent by the Executive.
During the first test of the new government, Leite was victorious with the approval of the 9.45% readjustment in the state teaching career. The unanimous approval of the project does not exactly reflect the new disposition of forces in the Assembly.
The request to maintain the Executive’s original text – thus rejecting amendments presented by PT, PL and Republicans – was approved by a narrow score of 27 votes to 24. They voted in favor of considering the PCdoB, PL, PSOL and PT amendments, in opposition the Republicans, who consider themselves independent, and the PSD, who make up the base.
“Parliament has my respect, regardless of the size of the majority. I find strange some associations that have been made between parties on the left and on the right, in relation to the project that we have presented. But I respect it. It is an individual political decision or that of a political group. The important thing is is that we will continue to guide our relationship with Parliament with dialogue and respect”, said the governor during the balance of 100 days of management.
As strange as the governor is about the new relationships being built in the Legislature, the concrete reality is that Leite no longer has a parliamentary base that had 42 deputies in the last government.
The important agendas that should be debated in the Assembly in the coming months – starting with the IPE-Saúde – should demand a lot of energy and political effort from the state governor.
