The Lula (PT) government announced the rules of the federal program that will pay scholarships and savings to keep poor students in high school, in addition to a bonus for those who take the Enem. The project was called Pé de Meia.

This is one of the federal government’s main actions in the area of ​​education. There is still no date for the start of payments, but management is working to start in March this year.

What values ​​are defined by the government?

In total, the program provides a total value of R$9,200 over the three years. They are divided as follows:

  • Ten monthly installments of R$200 reais, the first being upon registration;
  • Completion incentive worth R$1,000.00 each year. These amounts can only be withdrawn at the end of high school;
  • Incentive of R$200 for students who take the Enem at the end of high school.

How will payment be made?

The government will open a Caixa Econômica Federal account for each student beneficiary, through which payments will be made.

When will payments start?

Payments are expected to begin in March, but, according to the Minister of Education, Camilo Santana, the date has not been defined. The government is still working on bureaucratic details, such as opening bank accounts and making arrangements with control bodies.

Who will be eligible for the Pé de Meia program?

Incentives for students to remain in high school are aimed at poor students from families registered in CadÚnico, a federal registry used for social programs, such as Bolsa Família.

The government estimates that 2.5 million students will be affected.

The age range is 14 to 24 years old, who are in high school. Students registered as a single-person family with Bolsa Família will not have the right.

What are the conditions for students to receive benefits?

Monthly scholarship:

  • Minimum school attendance of 80% of teaching hours

Completion incentive (savings):

  • Approval at the end of the year
  • Participation in federal exams, such as Saeb and Encceja, and also in exams applied by states, when applicable

Enem bonuses:

  • Proven participation in the exam (payment will be made once)
  • Obtaining a high school graduation certificate

Under what circumstances will students be dismissed?

  • Exit of Bolsa Família students
  • Dropping out of studies
  • Failed twice in a row
  • Proven situation of fraud or irregularity
  • Request to leave the program
  • Death

What happens to the money if the student leaves the program?

If the student loses the eligibility requirements, the student may request the withdrawal, after completing high school, of the completion incentive already deposited within four years.

What will supervision be like?

Education systems with secondary education will provide the information necessary to execute the program, in order to enable enrolled students to access financial-educational incentives, control and social participation in monitoring.

The decree provides for the creation of a Management Committee, with the participation of the Ministry of Education, the Civil House of the Presidency of the Republic and the Ministry of Finance.

What budget is foreseen for the program?

A private fund was created with a planned federal contribution of up to R$20 billion. For 2024, the government has a budget of R$7 billion — of which R$6 billion is already part of the fund as of release and execution in the 2023 budget. The forecast is for a budget also of R$7 billion for the next years.

What are the objectives of the program?

The main objective is to reduce evasion and abandonment. According to MEC data, 8.8% of students leave school in the 1st year of high school. Each year, 480,000 students drop out of high school.

Among the objectives written in the decree are: democratizing young people’s access to secondary education and encouraging their retention in it, mitigating the effects of social inequalities in the retention and completion of secondary education, reducing school retention, dropout and dropout rates, contribute to the promotion of social inclusion through education, promote human development, acting on structural determinants of extreme poverty and its intergenerational reproduction and stimulate social mobility.
