The Federal Public Ministry (MPF) established an administrative procedure to monitor and supervise the measures being taken by the federal government and the government of Amapá to combat the prolonged drought in the state. The historic drought, associated with high temperatures, has caused serious damage to the environment, such as an increase in the number of fires and the salinization of rivers, as well as damage to the health of the population, impacted by smoke screens and poor air quality.

For Public Prosecutor Milton Tiago Souza, tackling the climate crisis demands the planning and implementation of structured public policies, aimed at containing or mitigating the damage caused. To find out what has been done by the federal authorities, he sent letters to the Ministries of Defense, National Integration, Environment and Justice and Public Security. At the state level, information was requested from the Civil House of the Government of Amapá. The agencies have ten days to respond.

In the document sent to the ministries, the MPF requested information on cooperation measures to combat drought and fires in the state; actions aimed at supplying riverside populations and indigenous communities; humanitarian aid for the population of Amapá; firefighting strategy and reinforcement; and performance of other ministries, with possible planning of assignments.

Information was requested from the Civil House of the Government of Amapá on pharmaceutical assistance kits available at the Amapá Medicines Center; use of federal resources to purchase drinking water, basic food baskets and fuel; measures taken in relation to students without access to school due to drought; logistical support from the Armed Forces to transport food, water and other items to the most affected locations; possible solutions for the next droughts to come; and fire-fighting measures.

Climate crisis – In October this year, the government of Amapá signed a state-wide emergency decree, due to the increase in the number of fires recorded during the dry period. According to a report included in the MPF procedure, the state recorded, in 2022, around 4 thousand fires. This year, by October, there had already been more than 10 thousand.

One of the most serious cases, according to the MPF, is the fire that hit the Lago Piratuba Biological Reserve, a federal conservation unit located in the municipalities of Amapá and Tartarugalzinho, in the east of the state. In addition to compromising local biodiversity, the fire and smoke that spread affect the air quality of the entire region.

Another effect of the prolonged drought is the salinization of rivers, which has a direct impact on the lives of the population, especially those who make a living from fishing and agriculture. This month, a new emergency decree was signed in the state, due to the lack of drinking water for communities on the Amapá coast.
