The senator David Alcolumbre (União-AP) considered the signature, this Tuesday (9), by the president Luiz Inácio Lula da Silvaof a provisional measure (PM) stopping the increase in electricity tariffs. The MP foresees solutions to mitigate tariff increases above inflation rates for consumers across the country, especially in the North Region, urgently in the state of Amapá, which was predicted to increase in the range of 44% for 2024, a great victory for the state and for the people of Amapá. Coordinator of the federal bench, the senator was one of the main articulators with the federal government for the non-increase in the electricity bill in Amapá.

In addition to providing incentives for renewable energy generation, the text of the MP seeks to promote conditions to combine investments for the sector through the expansion of transmission, as in the auctions for the flow of renewable energy that took place, above all, from 2023 onwards. In the specific case of Amapá, the MP also authorizes the use of specific resources to cover investments made in electrical energy in the state, without passing on the costs to the end consumer. In other words, without charging the citizen extra for it.

Davi Alcolumbre has been working since September 2023 due to non-compliance with the forecast of the National Electric Energy Agency (Aneel) of an extraordinary tariff review of the distributor Equatorial Energia in Amapá, which could cause an adjustment of almost 45% in the electricity bill of Amapá residents. “If this adjustment actually happened, we would have the most expensive tariff in the country. An absurdity that we could neither admit nor bear. Therefore, we spoke extensively with the federal Executive, articulated, suggested alternatives and the government committed to helping Amapá on this issue. So, the signing of this MP is the fulfillment of a promise made by President Lula and the Minister of Mines and Energy, Alexandre Silveira l, to Amapá and a great victory for our people”celebrated the senator.

Around 211 thousand consumer units are served in the 16 municipalities of Amapá. Of this total of units, 210 thousand are for residential consumers, that is, those who benefit most from the edition of the MP. In practice, with the provisional measure, the resources raised with the guarantee of future receipts to be paid by Eletrobras (counterpart required at the time of the company’s privatization) must be used by the Union to pay loans taken out by distributors during the covid-19 pandemic and due to the drought that damaged the reservoirs in 2021 and 2022, through the so-called Water Scarcity Account.

The text also extends the deadline for renewable energy generation projects with government subsidies to come into operation by 36 months. The original deadline, established when the privatization of Eletrobras was approved in 2021, was 48 months, expiring in 2025. For the governor of Amapá, Clécio Luís, the MP is extremely important for the state because it allows investing in electricity in the state without passing on the costs to the population. “In other words, nothing will be passed on to the end consumer, which is, in fact, all of us.”
