More than 84 thousand prisoners registered for Enem 2023

The 2023 National High School Examination (Enem) had 84,169 candidates enrolled in prison or under socio-educational measures. This was the highest number of people enrolled in Enem for People Deprived of Liberty or under a socio-educational measure that includes deprivation of liberty (Enem PPL) since 2015, according to data released by the National Institute of Educational Studies and Research Anísio Teixeira (Inep). The number represents an increase of 17.5% in relation to the total number of people enrolled in Enem PPL in 2022, which was 71,614.

For these candidates, the exam is administered within the prison or socio-educational units themselves. The prison administration bodies were responsible for indicating the institutions to carry out the exam.

After the results are announced, depending on the grade, prisoners can ask the court for a remission of their sentence and the right to enroll at university. However, there is no consensus among judges on the remission of the sentence, but the greater tendency is for them to decide in favor of the detainee, following the recommendation of the National Council of Justice (CNJ).

Enem PPL was created in 2010 and is applied by Inep in partnership with the Ministry of Justice and Public Security, through the National Penitentiary Department. According to Inep, “the results of this modality, which, among other aspects, contributes to raising the educational level of the Brazilian prison population, are comparable to those of the regular exam”.
