Ministry of Justice wants to replicate GLO model with Revenue and PRF – 12/03/2023 – Panel

The Ministry of Justice is studying ways to consolidate the model of joint action between federal police, the Armed Forces and the Federal Revenue Service in the states to address public security problems.

Such an initiative is being tested at the ports and airports of Rio de Janeiro and São Paulo, where a GLO (Law and Order Guarantee) operation was enacted at the beginning of November. This type of action gives authorization to military personnel to act with police powers and occurs on an episodic basis, in a restricted area and for a limited time.

The integration between the Armed Forces, PRF (Federal Highway Police), Federal Police and Federal Revenue is seen as the solution to improve the fight against organized crime. In this way, it would be possible to cross-check financial transactions and other information on suspects during weapons and drug seizure operations, producing evidence of involvement in the crime.

The actions of the Armed Forces face resistance from some groups, who cite episodes of violence in actions involving the Army — in Rio de Janeiro, in 2019, soldiers fired more than 80 shots at a family’s car in the Vila Militar region, in the area west, killing a musician.

According to federal authorities who participated in the conversations, one of the points that would need to be deepened is the design of the command for this type of operation, which is usually shared. In the Armed Forces, the assessment is that management centered on one person would be more effective.
