Mining front proposes fee to face tragedies – 03/20/2023 – Panel

The Parliamentary Front for Sustainable Mining, which will be launched next Wednesday (22nd), will propose a tax for the sector itself with the objective of creating a fund to face environmental tragedies.

Members want to rescue PL 2789/2019, which proposes to raise taxation by 0.5% on iron ore and 0.2% on other mineral substances to compose the Emergency Action Fund for Disasters of Mining Enterprises and Mining Sustainability (Faedem).

Resources could be transferred directly to the constitutional funds of municipalities, states and the Federal District, after the recognition of an emergency situation, a state of public calamity, or even in a preventive manner. The text points out that the increase in taxation does not exclude the civil liability of companies.

In recent years, the activity has gained the spotlight in two environmental tragedies: Brumadinho and Mariana. The front, which has already brought together 200 parliamentarians, wants to deconstruct the image of mining as an environmental villain. According to data from congressmen, it is one of the sectors that generate the most taxes and charges, having transferred R$ 117 billion to public coffers in 2021.

Other projects are already being articulated to address issues such as combating illegal mining, energy transition and encouraging inclusion and diversity in the sector. The front will be chaired by Deputy Zé Silva (Solidariedade-MG).
