Mentioned in the denunciation of former PM Élcio Queiroz on the murder of Marielle Franco, military police officer Edimilson Oliveira da Silva, known as Macalé, appears in the final report of the CPI of the Assembly of Rio that investigated the action of militias in the state, in 2008.

Macalé was killed in 2021 in the west zone of Rio and, according to Queiroz, he would have invited Ronnie Lessa to participate in the murder of the councilwoman. Lessa would be the author of the shots.

Macalé appears in the item that mentions the militia’s activities in the 15th administrative region of Madureira. He would act in Osvaldo Cruz, alongside Geison and André Peçanha. According to the report, the region would be under the political influence of the then state deputy Domingos Brazão —counsellor of the Court of Auditors of the State of Rio— and the then councilor Chiquinho Brazão, now federal deputy for the União Brasil do Rio de Janeiro.

According to the report, the group to which Macalé belonged would be made up of civilians, civil police and military police and would have 14 militia members. They would irregularly explore services with security charges for residents (from R$15 to R$20 monthly), commerce (R$35) and cable TV signal (R$50), among others. Members would use pistols and rifles.

The leaders of the group would be Sergeant PM Marcos Vieira Souza (“Falcon”), at the time assigned to the civil police and who would charge for the safety of residents in the Madureira area near the Clube Brasil Novo, and PM Janjão, stationed in Sulacap at the time.

Despite the mention, Macalé was not indicted by the CPI.
