Four members of the Luiz Inácio Lula da Silva (PT) government were appointed at the end of 2023 to the Board of Directors of Companhia Distribuidora de Gás do Rio de Janeiro.

Ministers Silvio Almeida (Human Rights) and José Mucio (Defense), the international advisor to the Presidency, Celso Amorim, and the president of ABDI (Brazilian Industrial Development Agency), Ricardo Cappelli, were nominated by BNDES, which has 34.55 % of the company’s capital, privatized in 1997, and whose trade name is Naturgy.

Of these, only Mucio, who presided over an energy company in Pernambuco, has any experience in the area.

They have already participated in two meetings, in November 2023 and February this year. Each receives R$19,461 per month. Appointing employees to councils is a traditional government practice to increase their salaries.

In a note, the BNDES stated that the legislation “does not impose as a requirement the advisor’s prior experience in the company’s specific sector of activity, instead honoring diversity.”

“The guidelines from specialized institutions are that diversity of profiles is fundamental in the composition of companies’ Boards of Directors, as it allows organizations to benefit from a plurality of arguments and a decision-making process with greater quality and security” , says the bank.
