Mayors ask for Union resources to prevent natural disasters

Rio de Janeiro – RJ) – Mayors gathered at the 2nd edition of the event Reflections on the future of cities, promoted by the National Front of Mayors (FNP), in Niterói, Rio de Janeiro, sent a letter to the federal government with a request for resources for the prevention and management of natural disasters in your cities. At the meeting, priority actions to be adopted by the federal government in the affected cities were also defined.

Discussions focused on the prevention and management of disasters, which every year cause devastating social and economic consequences for the affected municipalities. The theme is monitored by the Permanent Commission of the FNP of Cities Affected or Subject to Disasters (Casd).

At the opening of the event, the mayor of Niterói, Axel Grael, also vice-president of Sustainable Development Goals (SDGs) at the front, highlighted the need to “bringing together civil defense experiences, public resilience policies, and thinking about ways to act in solidarity in situations of climate catastrophes”.

Grael also shared Niterói’s experience after the Morro do Bumba tragedy in 2010, whose landslide resulted in 200 deaths.

The letter with guidelines for structuring policies for preventing and managing disasters in Brazilian cities was delivered to the Special Secretary for Federative Affairs of the Presidency of the Republic, André Ceciliano. The document should be a guideline for the municipalities to agree with the federal government and lists measures to establish a national policy for preventing and mitigating the effects of disasters and climate change.

Ceciliano said that he will take the demand to be included in the Pluriannual Plan (PPA), a document provided for in the Constitution, which must be prepared every four years for the definition of goals, guidelines and government programs.

“Civil Defense needs resources for prevention. Often, she ends up acting on the interdiction. We need to allocate more resources in the budget for the prevention of the Civil Defense of the municipalities”
