Master Plan: councilor asks counterparty to builders – 06/05/2023 – Panel

Councilor Adilson Amadeu (União Brasil) sent a WhatsApp message to the Secovi-SP board (union of construction companies in São Paulo) in which he demanded a “compensation” to help in the re-election of the mayor of São Paulo, Ricardo Nunes (MDB), for proposal for revising the city’s Master Plan.

In the text, Amadeu points out that the substitute, drawn up by councilor Rodrigo Goulart (PSD), “received almost all of the requests from this recognized entity [Secovi]”, which resulted in “heavy political burden on friend Mayor Ricardo Nunes”. He is part of Nunes’ allied base and was a titular member of Conpresp (Municipal Council for the Preservation of Historic, Cultural and Environmental Heritage) from March 2020 to May from 2023.

The councilor claims that he acted on his own initiative, without consulting Nunes. In a note, the mayor states that “what prevailed in the project sent by the Executive were the technical studies and suggestions received in the public hearings in which all sectors were heard, without any conditioning.”

The project has been criticized by urban planners for opening loopholes to intensify the verticalization of the city, allowing the construction of more parking spaces close to public transport axes and providing options for contractors not to pay in cash the fee to build above the established limit.

Amadeu’s message was sent on Wednesday (31), the day on which the first vote on the revision of the Master Plan took place. To be approved, the law will still need to go through a second appreciation of the Chamber.

“As a councilor for five consecutive terms, I have always followed Secovi’s work, and from there I cultivated great friends like Jaime [Flechtman, ex-Cyrela e ex-diretor do Secovi], [Emílio] Kallas [vice-presidente de Incorporação e Terrenos Urbanos do Secovi e sócio-fundador do Grupo Kallas], [Antonio] Setin [membro do conselho consultivo do Secovi e presidente da Setin Incorporadora]among many other associates, and, therefore, I cannot stop worrying about the negative repercussions of this approval”, wrote Amadeu in the message sent to directors of Secovi, obtained by the Panel.

“I say this because, politically, a heavy political burden was placed on this opportunity for my friend Mayor Ricardo Nunes, and therefore I question what Secovi will do to help our mayor in his re-election? Sorry for the outburst, but a sensitive policy like this deserves a counterpart to the height, and I sincerely hope that it will help you to show the city that the mayor, by listening to your entity, made the best choice for the municipality as well as for its political progress”, he concluded.

Amadeu tells the Panel that the counterpart he charges from builders is that they carry out social housing works. He also claims that the message is not secret, that he also sent it by email and posted it in the councilors WhatsApp group.

“In the second vote, with the changes, they should collaborate with the municipality in some way, not just take advantage. , politics, everything works, for popular housing, nothing. I haven’t seen anything about popular housing yet. I want popular housing to be distributed with resources from those who have not paid Cepacs”, says the councilor.

Cepacs are Certificates of Additional Construction Potential, which work as a kind of credit for builders to build projects above a limit provided by law in certain regions of the city.

As shown by the Panel, developers made 26 proposals to change the Master Plan, of which 15 were fully accepted and 3 were partially accepted.

“I’ve been a councilor for 20 years, Secovi has always worked that way. Secovi is divided [politicamente]: one is Corinthians, the other is Palmeiras, the other is São Paulo. Now, if the mayor is giving them the freedom to participate, and they send 18 proposals to the Chamber, the 18 were accepted, he is really helping them”, completes the councilor.

The forecast is that the final vote on the review of the Master Plan, in the second round, will take place on the afternoon of June 21st.
